The thesis is devoted to the development of a methodology for the integrated counter risk management of scientific projects in conditions of uncertainty and the transition to a circular economy. The purpose of the research is to develop the new integrated counter risk approaches and methods for solving the scientific and applied problem of scientific project management in the conditions of uncertainty and the transition to a circular economy. To identify the research problems, an analysis of modern models and methods for risk, conflict and factor management of behavioral economics in scientific projects in a circular economy was carried out. Based on the analytical review of the scientific literature, the most promising areas of further research have been identified. The theoretical and methodological foundations of the integrated counter risk management of scientific projects in conditions of uncertainty and the transition to a circular economy have been developed. A conceptual model of integrated counter risk management of scientific projects in the conditions of uncertainty and transition to a circular economy, which is based on the model of "Iceberg of change management". The systematic and causal models of integrated counter risk management of stakeholders of scientific projects in conditions of uncertainty have been developed, which allow analyzing the main factors of influence of stakeholders, in particular personnel risks, conflicts and behavioral economics factors, on a scientific project. A method of integrated counter risk management of stakeholders of scientific projects has been developed, based on the identification of stakeholders and determination the possibility of their activities or inaction of personnel risks, conflicts and behavioral economics factors that may affect the success of scientific projects, as well as the calculation of toxicity indicators for each stakeholder. Information technologies have been developed for the integrated counter risk management of scientific projects in conditions of uncertainty and the transition to a circular economy, that in conditions of uncertainty allows the head of a scientific project and his team to implement the methodology developed by the author for the integrated counter risk management of scientific projects in conditions of uncertainty and the transition to a circular economy in order to ensure a successful and timely implementation of a scientific project to meet the needs of its stakeholders. The object of the research is the processes of management of scientific projects in conditions of uncertainty and the transition to a circular economy. The subject of the research is the methodology of the integrated counter management of scientific projects in conditions of uncertainty and the transition to a circular economy. The methodological basis of the thesis research is: system and project approaches, stakeholder theory, risk management, conflict science, behavioral economics, integration method, cognitive modeling method, Ishikawa diagram, "Iceberg of change management" model.
