The dissertation research solves the scientific and applied problem of creation and implementation of methodological bases of portfolio management of energy saving projects at metallurgical enterprises, taking into account strategic goals, limited resources and risks, which is relevant and of national importance. The solution to this problem is to resolve the contradiction between the need for implementing energy saving programs in metallurgical enterprises and the imperfection of scientifically sound means to achieve this goal in the form of models and methods of portfolio management of energy saving projects, which do not take into account many interconnected energy flows, requirements, goals and strategies of individual divisions of metallurgical enterprises, as well as the dynamics of production processes. An analysis of the general problem of portfolio management of energy saving projects at metallurgical enterprises is performed, the main approaches and standards for project portfolio management are considered and a review of modern energy management solutions is identified to determine the most promising areas of research. The author conducts an analysis of tasks and problems of planning and management of power consumption of technological processes of metallurgical production, which determine the adoption of key decisions in the portfolio management of energy saving projects. Theoretical bases of project and program management methodology of energy saving at the metallurgical enterprises are developed. The model of project portfolio formation in accordance with the energy efficiency strategy of the metallurgical enterprise is built. A method for assessing the priorities of the energy policy of a metallurgical enterprise is developed. The model of the analysis of energy consumption of the metallurgical enterprise and an estimation of quality of fuel and energy balance is developed. Methods of planning and forecasting energy consumption of a metallurgical enterprise are developed. A simulation model is developed to solve problems in managing the distribution of energy resources at a metallurgical enterprise. Methodical bases of formation of the organizational mechanism of management of energy saving at the metallurgical enterprises are developed. Information technology for portfolio management of energy saving projects at metallurgical enterprises is developed for the project management office team.
