The thesis solves an important scientific and applied problem of creating a scientific and methodological basis for building a functional environment of project-oriented enterprises, which eliminates the contradictions between project and operational management of these enterprises. Project management methodologies from the standpoint of project and program portfolio management were analysed and it was determined that each of the considered methodologies has its own set of processes and principles that are common to most of them. Nevertheless, all these processes are considered separately from the functional and information space of the enterprise. None of the existing methodologies is focused on the application in an integrated functional environment of a project-oriented enterprise, which would combine the functionality of software and people in the project and operational activities of the enterprise. In the thesis such approach is offered which without changing the existing organization builds up the system which unites project and operational activity in a single entity. The lack of such an approach for today is a cognitive imbalance in the science of project management. To determine the concept of methodology for managing portfolios of projects and programs in integrated functional environments, a model of the concept of managing portfolios of projects and programs of a project-oriented enterprise in a functional 4P environment was developed. This model consists of three planes: the plane of project and operational activities of the enterprise, the plane of programs and object-resource components, the plane of project and operational production. A new concept of information resources management in 4P-environment is proposed. The developed concept is based on the view of 4P-management processes as a set of functions implemented in tools and in the functional add-on. Given that the main purpose of the functional 4P-environment is the implementation of the function of projects/programs/portfolios and enterprises management in part of the project activities that are absent in the software tools, in the thesis were identified tasks in terms of which there is a need to develop project management functions in 4P-environment: project resource management, project administration, project and operational production management. A model of enterprise resource management in a 4P-environment has been developed, which takes into account the state of resources undergoing operational processing and the time required to order, purchase and deliver resources. The procedures of information resource management functions and the structure of the functional module that implements these functions are proposed. The model is built and the method of project administration is developed. To fully reflect the tasks of project administration in the 4P-environment, the model reflects the following processes: forecasting the timing of important events, change management, monitoring the implementation of the tasks brought to the executor, conducting open questions on each project. A model and method of project-operational production management have been developed, which reflect the process of creating products for projects. During product management in a 4P environment, it is proposed to simulate the activities of the enterprise through the presentation of data on these activities in the form of projects network models and production processes models, and models of operational processes. As a result of simulation, a rational plan for the use of resources and products in the enterprise is formed. The necessity of development of special methods of realization of the offered additional functions of the 4P environment in modules of a functional superstructure is shown. The thesis presents the results of practical implementation of project management methods in 4P-environment. As a practical tool for the methodology of managing portfolios of projects and programs in an integrated functional environment, a functional add-on is proposed which includes: corporate information system for projects resource management PrimaNad, PrimaLib project administration system, and NadPlan project-operational production management system.
