Azarova I. Models and methods of project and program management in sustainable spatial development

The dissertation is devoted to the formation of the methodology of project and program management in sustainable spatial development. The aim of the study is to improve the methodological tools for managing projects and programs of sustainable spatial development, aimed at ensuring the sustainability of the results of relevant project activities, by creating new and developing existing theoretical models, methods and practical tools for managing projects and programs in spatial development. To determine the current issues of the study, an analysis of the current state of the territories of Ukraine, problems and prospects for their development, as well as the state of methodological elaboration of issues of spatial development were provided. According to the promising area of research identified in this way, the theoretical foundations of the methodology of project and program management in the field of spatial development are proposed. A model for determining the compliance of the location of the urban planning object with the current urban planning constraints, which allows the implementation of the requirements of the urban planning sphere in the methodology of project analysis in the management of sustainable spatial development projects. The method of analysis of current subjects of spatial development in Ukraine is formalized. According to the results of the analysis of spatial development entities, it is established that the main players in spatial development are representatives of the private sector of the Ukrainian economy. A method of initiating spatial development projects is proposed, according to which the initiation of relevant projects should be aimed at achieving both strategic development goals of a particular territorial unit and meet the strategic interests of a particular business unit, which ensures the implementation of the planned measures. The method of project analysis of projects and programs of spatial development is offered that allows to define in measured indicators influence of project activity on maintenance of sustainability of development of spatial system. The principles of using information and communication technologies in the field of spatial development of Ukraine are defined. A number of definitions concerning the solution of problems of spatial development in the project format are offered. A method of analysis of information and communication technologies according to the provided level of public involvement in the processes of spatial development management has been developed. A method for evaluating the effectiveness of crowdsourcing platforms in the field of spatial development has been developed, which allows assessing both the willingness of local communities to participate in spatial development activities through crowdsourcing online resources and the effectiveness of such resources in solving spatial development problems. A model of a spatial development management system based on a crowdsourcing platform is proposed, which allows a wide range of members of the public to participate in project activities on spatial development. The object of research is the processes of management of projects and programs of spatial development, aimed at ensuring the sustainability of spatial systems. The subject of the study are models and methods that form the methodology of project management and programs in the field of sustainable spatial development. The methodological basis of the dissertation research is a modern project management methodology based on systemic, logical-structural and process approaches.
