The dissertation investigates at the theoretical, methodological and practical levels the foundations of the formation of value-deontological competencies of future specialists in the IT field in the process of professional training. The research substantiates the connection between the global scaling of the impact of computer science and information technology on all spheres of social life and the growing demand for the training of qualified specialists in the IT field, whose general function is to ensure effective information interaction of people, subject to compliance with moral, ethical and value (in humanistic sense) principles. The dissertation argues that the paradigms of the modern professional training of future specialists in the IT field, which originate from national normative legal acts in the field of education and are confirmed by representatives of international IT associations and societies, determine the relevance of special research attention to the theoretical and methodological foundations of the formation of value-deontological competencies of future specialists in IT field in the process of professional training. The research proves that the attention to value-deontological competencies is also strengthened by the influential general scientific trend of increasing the weight of the theory of values and the theory of what is proper. The dissertation defines the essence and substantiates the structure of the phenomenon of value-deontological competencies of a modern IT specialist on the basis of the author’s definitions of the concepts “axiological knowledge”, “deontological knowledge”, conceptualization of skills and abilities, values and personal qualities as elements of value-deontological competencies of an IT specialist. The corresponding material became the basis of the author’s formulas of axiological competence (understanding the content of axiological knowledge, awareness of its importance for the professional activity of an IT specialist, mastering the skills and abilities to apply axiological knowledge, understanding the value dimension of the IT sphere and the content of professionally significant values) and deontological competence (understanding the content of deontological knowledge in a socio-historical retrospective, mastering the conceptual and categorical apparatus of deontology, awareness of the importance of deontology for the professional activity of an IT specialist, as well as the deontological dimension of the IT sphere). Based on the analysis of theoretical and methodological literature and applying the criteria of educational expediency and methodological efficiency in the perspective of the formation of value-deontological competencies, the dissertation substantiates the use of a number of innovative pedagogical technologies. To understand the potential of these technologies, the research reveals not only their content, but also details the forms and methods of their implementation in order to form individual elements of value-deontological competencies. Based on the results of the substantiation stage of organizational and pedagogical conditions for the formation of value-deontological competencies of future IT specialists, the greatest formative potential of such pedagogical conditions includes: 1) formation of the intellectual-cognitive (knowledge) component of value-deontological competencies; 2) actualization of skills and abilities as elements of the intellectual-cognitive component of value-deontological competencies; 3) activation of values and personal qualities as elements of value-deontological competencies; 4) stimulation of development and use of values and qualities that are elements of value-deontological competencies. The dissertation theoretically conceptualized and substantiated structural-functional model of the formation of value-deontological competencies of future specialists in the IT field. It consists of the following blocks: motivational-target (reveals the purpose and tasks of the process of professional training of future specialists in the field of knowledge 12 “Information technologies”), content-analytical (reflects the specificity of the educational process of professional training of future specialists in the IT field through the prism of the task of achieving such an educational result as the formation of value-deontological competencies), technological-procedural (provides for the implementation of research-based organizational and pedagogical conditions using innovative pedagogical technologies) and result-diagnostic blocks (diagnosis of the process of formation of value-deontological competencies of a future IT specialist).
