Essay

In the dissertation, a comprehensive study of the public administration of veterinary affairs in Ukraine was carried out. The author's definition of the concept of "veterinary medicine" as a specific concept in relation to "veterinary business" is given. The author's project of the structure of the State Program for the Development of Veterinary Medicine is proposed in the work, the purpose, tasks, and directions of this program are highlighted. It was determined that the public administration as a subject of public administration of veterinary affairs in Ukraine is a system of public authorities and government institutions endowed with power and management powers and competence to ensure the health and welfare of animals, control the spread of diseases among animals, and also to protect human health from diseases that can be transmitted from animals. The need for the formation of the State Service of Veterinary Affairs of Ukraine is argued, which should become an important step in ensuring the effective functioning of the system of control over veterinary affairs and ensuring the safety of public health, animal welfare, and conducting scientific and educational activities. A distinction has been made between such entities as "professional in the field of veterinary affairs" and "specialist in the field of veterinary affairs". It is proposed to define the tools of public administration of veterinary affairs in Ukraine as a system of measures used by state bodies empowered in the veterinary field to effectively regulate veterinary affairs and ensure veterinary safety, the quality of veterinary services in accordance with the needs of society within the limits defined by legislation, taking into account the principles legality, efficiency and responsibility. It was determined that the permit system as a tool of public administration of veterinary affairs in Ukraine is a system of means determined by the state, namely permits, licenses and certificates, the procedure for issuing which is clearly regulated by procedural norms, through which the state exercises control over activities in the field of veterinary medicine, aimed at protecting health and well-being of animals, prevention of risks to the health of citizens and their protection from diseases that can be transmitted from animals, ensuring the safety of food and livestock products, as well as maintaining the ecological balance and biosecurity in the country. It was found that control as a tool of public administration of veterinary affairs is a key means of ensuring legality and discipline, which contributes to the effective implementation of state policy in the field of animal health and food safety through the assessment and correction of actions in accordance with the needs of public health; it is a preventive measure against wrongdoing and contributes to increasing the level of transparency and accountability in this field. Digitalization of veterinary medicine is a complex process of integration of digital technologies that helps to optimize diagnostic, treatment and administrative procedures, improve interaction between veterinary specialists, animal owners and regulatory authorities, thereby increasing the efficiency and availability of veterinary services for the benefit of animal health and welfare. It is argued that a veterinary offense is an illegal act or omission that affects the health and welfare of animals, food safety, public health and the environment, expressed in non-compliance with legal requirements, standards of veterinary practice and sanitation, which involves application of legal responsibility in accordance with the sanctions established by law. It is noted that the legal responsibility of persons for offenses in the field of veterinary affairs is a set of measures aimed at regulating the behavior of participants in veterinary activities, which provides for sanctions for actions that contradict the established standards of treatment, prevention, and care of animals, and for violations of veterinary and sanitary rules. Peculiarities of legal responsibility for offenses in the field of veterinary affairs are manifested in the following: the specificity of the subject of regulation; complexity of legal responsibility; preventive orientation; international aspect; specialized control bodies. It is noted that administrative liability in the field of veterinary medicine is a system of measures regulated by law, which are applied to individuals and legal entities for violation of the requirements established by law in the field of veterinary medicine by a competent entity and provide for the application of administrative and economic sanctions (fines, warnings, restrictions on the right to engage in economic activity, etc.).
