Salomatina L. Conversion Strategy of the Ukraine Military Industrial complex (organizational and economic aspects)

Object of research: enterprises, organizations and industries of the Ukrainian machine building and military- industrial complex. Purpose of the study: development of modern conception of the Ukrainian MIC conversion strategy and organizational and economic mechanism of its realization at the state, regional and industrial management levels. Methodology and devices of the study: comparative economic analysis, statistical and economic, systemic and sociological analysis, abstract logical approach, the method of the expert evaluation classification and typology. Theoretical and practical outcomes: The theoretical outcome of the study is the integrated scientific concept of the Ukrainian MIC conversion strategy, which allows to establish scientifically grounded mechanism of conversion realization in conditions of establishing of the state independence and transition to market relations. The development of the said strategy has become possible due to development of military - political and economic essence of MIC conversion, MIC conversion strategy is justified on the basis of systemic studying of the said category, which includes the main trends of conversion strategy and its detailing on the state, departments and industrial management levels. The strategy principles of state and regional MIC conversion regulation are developed which create the conditions for legislative basis formation of the Ukrainian MIC conversion realization. The practical outcome of the study is the defining of conversion strategy of MIC economic potential (industrial, technological and scientific and technical ones) and development of organizing and economic mechanism of conversion realization; social consequences of MIC conversion in modern conditions are revealed which are connected to release of labor resources and their use in civil sector; development of proposals for the state and regional MIC conversion regulation upgrading; development of proposals for the State Defense Order legislation improvements; defining of trends for further impro0vement of draft laws and legislative acts content defining MIC restructuring and enterprises activities in the field of development and production of goods of military and civil application. The scientific novelty of result: the defining of economic category "MIC conversion", defining of conversion factors and their periods, defining of conversion system and general conversion principles, main trends and tasks of the conversion; validation of formation methodology of the MIC conversion strategy: introduction of conversion processes classification, defining of MIC sectors and justification conversion models of the resources being released: systemic validation of components of organizing and economic mechanism of MIC conversion strategy realization which includes the state, regional and industrial management levels, methodological approaches and recommendations for conversion strategy realization of industrial, technological, scientific and technical social MIC p otentials: the concept of regional conversion regulation being developed on the basis of forming of regional conversion policy and conversion realization mechanism The scope of application: the Ukrainian Ministry of Industrial Policy, Departments, enterprises, organizations of the Ukrainian machine building and military-industrial complex.
