Essay

Comprehensive study of ecological and economic mechanism of land use functioning and organization of in the field of aviation transport and adjacent territories. The necessity of improvement of the national aviation transport system structure in the theory of transport systems. Theoretical and methodological bases of formation, landscaping, forecasting and improvement of normative legal support of aviation transport land use have been developed. The analysis of foreign experience in the management of the aviation transport system in the context of environmentally friendly land use. The basic functions of the monitoring system have been formed, materials of the functioning of "green zones" in 11 international airports of the world have been analyzed. Ways of improvement the system of land use greening have been suggested. Methodical approaches to the analysis of validity of calculations of mass emissions of harmful substances and directions of modification of indicators by the organization ІАТА (International Air Transport Association) have been analyzed. The classification of the lands of aviation transport has been improved taking into account the division of them into separate types of objects, the classification of airports (land of airports) by different categories, and the aerodromes by destination, the international classification of airports. It has proposed to introduce land reservation for the development of aviation engineering infrastructure without the possibility of their privatization. The main indicators of the characteristics of land plots in carrying out the normative monetary and expert monetary valuation has been determined. The basics of the ecological and economic assessment of restrictions on the use of aviation land have been explored, taking into account the interconnected functioning of the airport infrastructure and the basic provisions of the Landside project to ensure balanced performance of the aerodrome area. The basic directions of the policy of joint land use with the adjacent airport infrastructure have been shown and the economic indicators of land use efficiency of aviation transport (land use potential, land use intensity, land use efficiency) and their calculations have been carried out on the example of Kyiv International Airport. It is established that the system for forecasting, planning and designing the development of a network of airports and aerodromes in European countries, North American countries and the Far East is based on the provisions and materials of the National Plans for Integrated Airport Systems (NPIAS). A new concept has been proposed – “territory around the airfield”, which corresponds to the provisions of Part 2 of Art. 72 of the Land Code of Ukraine, discloses certain rules of the Air Code of Ukraine and provides ICAO requirements for the entry of digital information about airfield territories in specialized nationwide registers. The principles of zoning of the airfield territory and use in conjunction with airfields (heliports, permanent runways) of land plots, principles of mapping the territory in the State Land Cadastre and improvement of the legal regime of its functioning have been substantiated. It has been proved that the legal regulation of land use of aviation transport should be adapted to the standards of the European Union. Particularly noteworthy is the system of environmentally friendly land use in interaction with surrounding land uses and the problem of the latter's impact on aviation transport safety. Amendments to the Law on Land Use, the State Customs Committee, the Laws of Ukraine “On Transport”, “On the State Land Cadastre”, as well as to the Procedure for Maintenance of the State Land Cadastre have been proposed.
