Usually the information basis for planning the procurement of construction projects is the design and estimate documentation, which is developed within the group of planning processes according to the generally accepted methodology. But such an approach is inappropriate for industrial construction projects (PCIO), because even at the stage of project initiation "planning", but rather "identification", procurement of a unique category of resources plays a basic role in deciding on the feasibility of the project and forms a special model. its life cycle. The reasons for this situation are due to the peculiarities of such projects and originate from the external environment, based on the fact that the implementing PCIO organization can not ensure the implementation of the project, and forced to unique technological equipment, installation and commissioning to order on the side and from the inside - the acquisition of these unique resources requires significant capital investment, and the conditions of its manufacture, supply and installation play a crucial role in shaping the WBS structure, building a calendar, but also, accordingly, planning the purchase of all other resources. That is, there is a need to systematize procurement management processes for industrial construction projects, taking into account their features and differences, but also, accordingly, to create new methodological tools for implementing these processes in the early stages of project life cycle to ensure their implementation within the established constraints. Given this, the development of models and methods of procurement management of industrial construction projects is an urgent scientific and applied task. The purpose of the study is to increase the efficiency of decision-making on the implementation of industrial construction projects. The object of research is the project procurement management processes. The subject of research - models and methods of procurement management of industrial construction projects. Scientific novelty of the obtained results. For the first time, a method of initiating industrial construction projects based on procurement process management was developed, based on a conceptual model of the PCIO initiation phase, which, unlike existing ones, takes into account the special characteristics of these projects and allows to increase decision-making efficiency. . The process model of PCIO procurement management has been improved, due to the introduction of the process of identification of procurement of unique resources, which contributes to the adoption of sound management decisions in the early stages of the project and reduction of commercial risks. The model of planning of purchases of unified resources of PCIO has received further development, thanks to use in early stages of initiation of projects of system of deflators which are the aggregated set of resources characterizing expenses for manufacture of separate types of construction works at construction of a complex of industrial objects of the corresponding branch. plan the cost of unified resources and form a procurement management roadmap. The second section develops a comprehensive method of initiating industrial construction projects based on procurement management, based on a conceptual model of the initiation phase of PCIO, which takes into account the special characteristics of these projects and allows to comprehensively assess the investment potential of technological solutions, competitive advantages of unique equipment and determine its supplier. making a reasonable from the standpoint of balance "investment / risk" management decision to implement the project. The third section substantiates the application of the principles of the flow method of construction for planning the procurement management of industrial construction projects. A model for calculating the deflator system for planning the procurement of unified PCIO resources has been developed. A comprehensive method of planning the procurement management of PCIO resources using a logistic approach and cost optimization has been developed. The fourth section proposes a software implementation of procurement management planning resources for industrial construction projects, developed tools for implementing the proposed method in the MS Project environment, which will increase the efficiency of the procurement planning process.
