The dissertation is devoted to defining the essence and features of organizational and legal bases of counteraction to bullying (harassment) in Ukraine, and elaboration of ways of their improvement taking into account domestic and foreign experience. The historical and legal analysis of formation and development of organizational and legal bases of counteraction to bullying (harassment) in Ukraine is carried out. Bullying (harassment) as an object of counteraction is given. The concept of organizational and legal bases of counteraction to bullying (harassment) is defined. The normative legal acts, the norms of which regulate the relations in the sphere of counteraction to bullying in Ukraine, are analyzed. The concept of administrative and legal mechanism for combating bullying in Ukraine is studied. The range of public authorities that make up the system of anti-bullying in Ukraine is outlined. Scientific opinions on the interpretation of internal organizational principles of combating bullying in Ukraine are generalized. External organizational principles of counteracting bullying in Ukraine have been determined. Foreign experience in combating bullying is analyzed on the example of such countries as the United States, Canada, Great Britain, Sweden, Norway, Finland, Spain, the Republic of Belarus, the Russian Federation, Georgia and the Republic of Kazakhstan. The most problematic issues related to the interaction of anti-bullying subjects in our country have been identified and characterized. The author's vision of ways to solve these problems is offered. Ways to improve the organizational and legal framework for combating bullying in Ukraine have been identified. A number of changes and additions to the current regulations, the rules of which regulate this legal institution, are proposed.
