Democracy building in Ukraine, integration into the European Union’s Digital Single Market, introduction of e-government and e-democracy tools into the public administration system, further development of the information society, decentralization and creation of united territorial communities have become a driving force for public administration modernization in Ukraine. The most important issue of this modernization is the transition to a service-oriented state, one of the priorities of which is to provide quality public services using modern digital and information and communication technologies. At the same time, modernization should cover not only public administration bodies, but also the system of local self-government, which includes self-organization bodies of the population, which according to the generally accepted European practice are the basic level of democratic transformations in society.
Despite the rapid integration of modern digital and information and communication technologies into the public service delivery system in Ukraine, there is a digital divide in many areas of public administration. This is due, in particular, to the imperfection of the legal framework in this area, lack or insufficient number of qualified personnel, unequal access to information, obsolescence of computer technology, funding of informatization and digitalization of public administration on a final basis. European practice of digital transformation of public administration and public services shows that to solve these problems it is necessary to involve such important mechanisms of public administration as public-private partnership, strategic planning, quality management system, e-government tools and e-democracy. Analysis of the current situation in Ukraine shows the gradual introduction of these tools and mechanisms in the system of public administration, in particular by local governments. At the same time, the driving force of this penetration is local governments and public organizations. Bodies of self-organization of the population, which are part of the system of local self-government, as the primary link of direct democracy, which creates conditions for participation of residents in solving local issues, helps meet social, cultural, household and other needs of residents and participates in socio-economic, cultural development of the territory, other local programs, were unable to overcome digital inequality in the process of digital transformation of local governments and digitalization of public services.
Thus, the relevance of the study is due to the problem, the essence of which is the existing contradiction between the need to improve the quality of public services of self-organization in the formation of the information society, which is possible on the basis of digitalization of these services, and the lack of proper research.
The purpose of the dissertation research is to substantiate the conceptual provisions for the digitization of public services of self-organization of the population in Ukraine and the formation of methodological and technological support of relevant processes. The object of research is the processes that occur during the digitalization of public administration. The subject of the study is the digitization of public services provided by bodies of self-organization of the population in Ukraine.
