The dissertation theoretically substantiates the mechanisms of interoperability of service activities of public authorities and provides practical recommendations for their implementation in the field of public administration and administration in terms of digital transformations.
It was for the first time when a unified situational-communicative model of an interoperable system of service activity of a public authority has been developed, and the structure of its information flows and managerial influences has been determined. Іmproves the classification of macrotexts / features of the first and second waves of the Digital Age Governance (DEG) concept, which allowed to confirm the hypothesis that public administration efficiency depends on the use of a certain configuration of digital mechanisms that will ensure interoperability of government services. and local self-governments. The regularity of the dynamics of digital development according to the exponential model of growth in accordance with the modern interpretation of Moore's Law is substantiated. Accordingly, the theory of technological singularity was further developed, which, when used in public administration of Ukraine, will lead to an exponential increase in the number of artificial intelligence service systems and contribute to the further development of their self-replicating technologies in the process of providing management services.
The normative-legal regulation of digitalization of service provision by state authorities and local self-government bodies is analyzed, in particular, the necessity of legislative definition of legal interoperability and introduction of “Digital Governance Code” to overcome barriers of interoperability.
Approaches to determining the stages of development of Ukrainian legislation in the field of formation and implementation of digital development policy are standardized. To introduce legal interoperability, it is proposed to develop a state service for the intellectual assessment of the compatibility of Ukrainian legislation.
