Essay

In the dissertation research analyzes the essence and content of the concept of "administrative process in public administration". Emphasis is placed on the organizational side of the administrative process. Consideration of the concept is presented from the standpoint of the field of "Public Administration". A graphical overview of the six existing approaches to understanding the concept of "administrative process" is presented. A new interpretation of the term "administrative process in public administration" is formulated, which reflects the current realities of public administration in the context of digital transformation of society. The modern stage of the information society, which under the influence of digital transformation has clear signs of transition to the digital society, is studied. It is proved that public administration bodies, business and citizens acquire the role of equal partners in such a society. Emphasis is placed on the obstacles and opportunities for the application of artificial intelligence technology in public administration. A retrospective review and systematization of regulatory and legal support of Ukraine on the implementation of e-governance aimed at modernizing the administrative processes taking place in public administration. Regulatory and legal support of Ukraine on the implementation of e-governance is considered due to belonging to the main stages of administrative processes taking place in public administration. The dissertation research analyzes the trends of e-governance in public administration of the world based on the analysis of publications in international scientific journals. It is noted that when analyzing the experience of different countries, it is necessary to pay attention to the specifics of these countries, their development priorities and resource opportunities. The invariability of trends in the introduction of e-governance in the coming years, which relate to open data, e-procurement, e-services, e-interaction, e-identification, is proved. The relevance of the use of the following e-governance technologies is substantiated: cloud computing technologies and the Internet of Things architecture. The results of the assessment of digital development of Dnipropetrovsk region in the form of data are presented. As part of the assessment of e-readiness of districts, cities and united territorial communities of Dnipropetrovsk region, a study of the state of 3G/4G communication coverage of 60 united territorial communities of Dnipropetrovsk region and in the world was conducted. The relationship between the spread of 3G/4G mobile communication and the development of e-governance has been revealed. It is proved that the use of 3G/4G technology creates opportunities to overcome digital inequality and further development of e-governancein Ukraine. A number of specific areas of optimization of work in this area by public authorities have been proposed. It is substantiated that the basis of modernization of administrative processes in public administration is the infrastructure of Internet access. In the dissertation analyzes the data obtained as a result of evaluating the official websites of the united territorial communities of Dnipropetrovsk region. The analysis of the results showed that the success of the establishment of administrative processes in the executive apparatus of the united territorial community is associated with the quality of information and website maintenance. The evaluation results showed that the quality of the website reflects the extent to which the activities of the united territorial community ensure the transparency of administrative processes at the stages of "task definition", "preparation for management decision", "decision making" (through involving residents in community discussions), "bringing the decision to the addressees" (through the disclosure of important information), "organization of implementation" (through the provision of public services) and "control over the implementation of decisions" (through access to public information). Based on the study, the author identified critical e-governance technologies for the modernization of administrative processes in public administration of Dnipropetrovsk region.
