The dissertation is devoted to substantiation of theoretical and methodological provisions on the essence and place of anti - corruption policy in the system of economic security of the state, as well as the development of practical recommendations for combating corruption and reducing its level in Ukraine. In the context of the study, it was found that corruption is a multifaceted phenomenon that is constantly evolving and changing with society, and to understand the essence of which various scientific approaches have been applied since its inception. The dissertation investigates and clarifies the conceptual and categorical apparatus used in the study of the concepts of corruption and corrupt relations. Based on the analysis of scientific and normative sources with different approaches to defining the concept of corruption, the author's definition of corruption as an informal norm of interaction of public officials with citizens, which is based on the principle of providing services for personal benefits, violation of formal and informal institutional constraints, arises due to the opacity and imperfection of the existing relationship between civil society and the state. The diagnostic tools of the state anti-corruption policy are studied and the necessity of its continuous modernization with obligatory measurement and assessment of the level of corruption is substantiated. The main methods of qualitative measurement of the level of corruption in Ukraine and the world are systematized, the necessity of a systematic approach to the development of the procedure for assessing corruption is determined. The factors of corruption are studied and the factors that determine the relationship between corruption and the economy in Ukraine are identified. Correlation analysis identified the relationship between the level of perception of corruption and the integrated indicator of economic security (in terms of its individual components). Based on the regression modeling, the indicators whose change has the greatest impact on GDP were identified and a close relationship between these indicators was identified, which clarified the mechanism of the impact of corruption on the economic security of the state. The main approaches to the implementation of the state policy of anti-corruption, priority areas of anti-corruption reform are identified. The directions of improvement of information and communication tools of the state anti-corruption policy, which envisage the creation of anti-corruption platforms for educational activities, are outlined. Based on the systematization of foreign experience in the formation and implementation of anti-corruption policy, a set of proposals for adapting to the specifics of our state tools that strengthen the anti-corruption potential of the state. The tools for the implementation of anti-corruption policy are systematized, which includes organizational, managerial, legal and economic measures. It is proved that the comprehensive use of tools for the implementation of anti-corruption policy will provide a synergistic positive effect in the development of economic security. Theoretical approaches and principles of construction of the complex mechanism of formation and realization of the state policy of counteraction to corruption which include introduction of social and economic, legal, organizational and administrative, ideological measures based on economic (expediency, rationality, objectivity) are offered; social (democracy, priorities); organizational (continuity, continuous improvement of the state mechanism, transparency, practicality, system); legal regulation (legality, legal regulation of public authorities), principles of activity of subjects of implementation of anti-corruption policy. The conceptual bases of realization of the moral and ideological component of the anti-corruption policy in Ukraine are scientifically substantiated. It is stated that as a result of systematic and scientifically substantiated application of special state-administrative anti-corruption mechanisms of ideological orientation a general atmosphere of society's intolerance to corruption is formed. The necessity of active introduction of anti-corruption education as an effective tool of preventive action is proved, which allows to develop values of personality for formation of stable anti-corruption civil position, to increase the level of legal consciousness and patriotism, destroys tendency to corrupt behavior. Practical recommendations were made to increase the role of civil society institutions in the formation and implementation of state anti-corruption policy, namely: to regulate the mandatory participation of civil society institutions in anti-corruption monitoring; stimulate the development of civic education and create civic education centers; systematically clarify the essence of modern democracy in order to understand its basic principles and values.
