Essay

The dissertation generalizes the scientific and theoretical foundations, substantiates the basic theoretical statements and works out practical proposals for the development of state-private partnership in the system of professional (vocational) education in conditions of reforming and modernizing the educational system. Scientific approaches and international practice in the application of the concept of "state-private partnership", the essence, principles, role and functions of state-private partnership in the educational system, classification and specific of state-private partnership projects in educational system are summarized. It is proposed to implement in Ukraine the methods of state-private partnership used in foreign countries, namely: joint modeling and integration of education systems with the employer; financial assistance to educational institutions from private partners, legislative regulation of their financial participation; deregulation and simplification of state-private partnership in the field of vocational education; broad powers of educational institutions and authorized bodies in conclusion of State Professional Training agreements; real mechanisms of influence of a private partner on the content and learning results; joint decision-making in the formation of orders for professional personnel training, educational programs and processes that take into account the needs of private partners and students; active introduction of the dual form of education; internal quality assurance of education with the participation of employers; tax benefits for private partners - employers. The urgency of strengthening the institutional capacity of local executive bodies and local self-government bodies to manage the professional (vocational) educational system in the conditions of decentralization is determined. The practice of introducing dual education and pilot projects of partnership in the professional (vocational) institutions are considered with employers.It is also determined with employers the need for further implementation of dual education and expanding the practice of partnership for professional (vocational) institutions . The organizational principles of state-private partnership in the professional (vocational) educational system in the regional level are analyzed.It is determined the need to bring the professional (vocational) educational system in line with the needs of the regional labor market and the requirements of employers.
