Dissertation submitted for obtaining PhD in the field of study 28 "Public administration" on the specialty 281 "Public administration". - Taras Shevchenko National University of Kyiv, Ministry of Education and Science of Ukraine. - Taras Shevchenko National University of Kyiv, Kyiv, 2021. The choice of the topic is due to the need to rethink the world scientific and applied heritage of public administration of the late XX - early XXI centuries, namely theories and concepts that offer new approaches to the improvement of external and internal public-administrative discourses, systematization of positive experience and constructive practical modeling. Such analytical studies could help to work out effective ways of modernizing national politicum, civic sphere and administrative system. Post-bureaucratic paradigm by B. Armajani and M. Barzelay conceptually refers to a service-oriented approach, scientific trend that emerged in the 80-90s of the twentieth century and became the basis for essential transformations of the form and content of public and administrative activity in many countries, first of all, western democracies.
