Essay

Object of research: there is a state energy supply policy at the present stage. The purpose is to substantiate the theoretical foundations of the state policy of energy supply development on the basis of the implementation of the model of public-private partnership and provide practical recommendations to public authorities on regulatory activities in the energy market of Ukraine. Methods: theoretical generalization for the formation of an innovative approach to understanding key concepts; statistical and comparative analysis; method of expert evaluation to establish priority tasks; comparison method for comparing the goals of Ukraine's energy strategies; system analysis in substantiating the system of goals and objectives; historical method. Results: it is substantiated that in order to ensure the greatest efficiency of the state energy supply policy, the guarantee and reliability of energy supply of the national economy and population should be observed in full under normal conditions, as well as in the minimum necessary in case of emergencies and military aggression. Hidden opposition and lack of resources to expand energy potential leads to the destruction of national security. Novelty: innovative approaches to the development of a model of public-private partnership in the system of energy resources of the state, which will contribute to: decentralization of power in the field of energy supply, energy supply based on traditional and renewable sources, integration of business activities of energy companies with private capital management in the energy sector, focus on the development of entrepreneurial initiatives, the dominance of strategic aspects of private sector activation in the economy over tactical, mandatory participation of public authorities in creating a competitive basis for the energy market of Ukraine. Received further development: defining the segment of private energy companies in the domestic market of energy supply on the basis of taking into account the level of potential in this area and growth rates in the provision of energy services; organizational principles for attracting investments on the basis of public-private partnership, which, in contrast to the existing ones, integrate public and market vectors of public administration in the industry; use of the potential of public-private partnership at the level of local territorial communities as an incentive to implement business initiatives to provide energy resources primarily to social and humanitarian facilities, which will allow to characterize the benefits of competitiveness.
