Bilovskyi M. The implementing mechanisms of energy efficiency and energy conservation state policy in Ukraine

Object of research: state policy of energy efficiency and energy saving. The purpose is to substantiate the theoretical provisions and develop practical recommendations for improving the mechanisms for implementing the state policy of energy efficiency and energy saving in Ukraine. Methods: logical-semantic; comparative analysis; system-analytical; logical modeling and design; statistical; analysis and synthesis; observation and theoretical generalization; abstract-logical. Results: theoretical positions are substantiated and practical-applied recommendations on directions of improvement of mechanisms of realization of the state policy of energy efficiency and energy saving in Ukraine are developed. Novelty: conceptual bases of strategy of realization of the state policy of energy efficiency and energy saving are substantiated; improved: theoretical approaches to determining areas for improving the mechanisms of state energy efficiency and energy saving policy in Ukraine, ways to transform the state energy efficiency and energy saving policy in the context of European integration and international cooperation of Ukraine, received further development: categorical conceptual science of public administration and administration concepts "state policy of energy efficiency and energy saving", "mechanisms of realization of the state policy of energy efficiency and energy saving"; substantiation of the need to implement the state policy of energy efficiency and energy saving according to the selected mechanisms; generalization of world trends and systematization of conceptual approaches to the functioning of mechanisms for implementing state policy of energy efficiency and energy saving in different countries, which allowed to develop practical recommendations for improving public policy in this area and give them a comprehensive and targeted adaptation to existing national conditions and features. Implemented in the activities of: Department of Housing and Communal Services and Fuel and Energy Complex of Kharkiv Regional State Administration, Zinkiv District State Administration of Poltava Region, National University of Civil Defense of Ukraine. Areas of use: in the practice of public authorities and local governments to further improve the mechanisms for implementing state policy of energy efficiency and energy conservation in Ukraine, including at the regional and local levels.
