The thesis represents theoretical generalization and proposes innovative solutions to a specific scientific task meaning the study of theoretical foundations of innovative activity in public administration and the development of practical recommendations concerning the implementation of its models in Ukraine.
A system-based complex theoretical and methodological approach to the analysis of the essence of innovative activity in public administration has been proposed. The approach includes clarified definitions, types, objectives, prerequisites, and results; basic principles, characterizing the ideological-democratic basis of public administration; a model of innovative activity in public administration based on the up-to-date technologies of innovative activity in public administration; tools of innovative activity in public administration.
Scientific views of the representatives of different social sciences have been systematized making it possible to specify the following concept at the interdisciplinary level: “innovation in public administration” as any change that increases the competitiveness of the public administration subjects, and that is characterized by some new (improved) output (product, service, method, technology, organizational and technical solutions of productive, administrative, commercial or other nature) developed on the basis of the innovation (new idea) to reach certain goal or effect.
A model of innovative activity in public administration under modern conditions has been proposed.
Scientific approaches to the analysis of innovative activity have been classified according to the degree of their study in different spheres of life: empiric – at mesolevel where technological approaches prevail, and fundamental – at the macro level with the prevailing political approaches that favor certain changes at a national, regional or industry-specific level.
Scientific viewpoints have been grouped as for the differentiation of the concepts of “public” and “state” administration.
Scientific opinions as for the definition of the concept of “innovative activity in public administration” have been generalized. T
Scientific approaches to open data have been characterized.
Theoretical and methodological foundations concerning the selection of technologies to implement a model of innovative activity in public administration have been proposed.
Principles of innovative activity have been specified.
Practical recommendations as for the improvement of current legislation in the sphere of innovative activity in public administration have been proposed as well as the ones concerning the provision of the conditions to introduce a model of innovative activity in public administration, specification and implementation of strategic priorities of Ukrainian innovative policy taking into account foreign practices in implementing innovations in public administration.
