Essay

The thesis solves the relevant scientific task, which is scientific and theoretical substantiation of professional public service principles based on the European experience. The process is beneficial for the production of practical recommendations on how to apply it in order to improve the public service of Ukraine. The thesis states that the problems of using European experience in the process of forming a professional public service were thoroughly examined in the scientific professional literature, which in turn contributed to the accumulation of theoretical material. However, despite a vast array of theoretical and practical research, the categorical meaning of the terms “civil service”, “public service”, “position”, “position of a public servant” and its correlation still remains unclear. The thesis carries out scientific and theoretical substantiation of the experience of leading European countries (Great Britain, France, Germany, Italy, Greece, Belgium, Spain, Lithuania) in the development of a professional public service on the basis of defining general basic principles (rule of law, legality, political neutrality/impartiality), types of the admission procedures (competitive examination, appointment), functions (constitutional, organizational, incentive, regulatory, security, control) and norms (moral and ethical, regulatory) of the activities of its subjects, namely public servants. The study conducts an analysis of the bases (principles, approaches) of human resource capacity management in the European professional public service. The dissertation proves that today the improvement of training and advanced training of public servants is an urgent issue. The author has staged the cooperation between Ukraine and the EU institutions concerning a wide range of issues of the ways of the professional public service of Ukraine adaptation to the EU requirements. The author proposes to direct the development strategy of professional public service of Ukraine, according to the European experience in the realm of public service, to improve the current legislation on ethical principles of public service, develop criteria for evaluating the effectiveness of public servants, and strengthening their training requirements.
