Essay

The content of the concepts and basic principles of application of mechanisms of public administration in the conditions of crisis, disasters and emergency situations is researched in this work. The concept-categorical apparatus of state administration developed further by clarifying the essence of the concepts: «anti-crisis public management of territories» as an integral part of the system of public administration aimed at recognition, prevention, submission of negative consequences, as well as the use of opportunities that arise during crises and in conditions of violation of the integrity of the state in order to achieve the strategic objectives of the socio-economic development of territories; «regional anti-crisis policy» as a policy of the Government aimed at protecting enterprises in crisis situations and preventing their bankruptcy, carried out at the regional level with the involvement of highly qualified specialists, research, as well as the development, adoption and implementation of measures that stabilize the situation in the regions; «organizational and economic mechanism of implementation of regional anti-crisis policy» as a system of managerial influences on a set of various interconnected factors that determine the effectiveness of the implementation of regional anti-crisis policy, which are in interaction and interconnected with the strategic goal, which is used to achieve the goals of public administration . The conceptual approaches to implementation of mechanisms of crisis management of public management of territories have been improved. The paper substantiates the principles of realization of strategic planning of regional development on the basis of public discussion and expansion of cooperation between authorities and the private sector of the economy; creation of conditions for activation of implementation of parameters of regional development strategies on the basis of smart specialization; formation of institutional principles for the construction and modernization of a transparent system of public management of territories; definition of measures to optimize the provision of integrated public services on the basis of building an effective system of strategic government communications. Approaches to increase the effectiveness of mechanisms of crisis management public administration at the regional level are offered. The system of information support for the implementation of mechanisms of crisis management of public areas by the following elements has been improved: provision of proper multi-level uniform access of the population to the newest competitive information and computer technologies; optimization of the creation of a single information and telecommunication infrastructure to provide cyber defense of electronic communications of public authority; construction of an integrated information management system for public administration to ensure the development and implementation of anti-crisis actions at the regional level. The vectors of development of the system for ensuring the implementation of anti-crisis public management of territories are defined in the work. Measures to ensure the implementation of a complex of measures of public authorities on counteraction to crisis phenomena on the basis of the use of interactive tools and technologies of open data, as well as electronic appeals and electronic petitions; stimulation of cooperation between administrative-territorial units of Ukraine on the basis of development of interregional integration links; development of common standards of administrative bases in the field of market supervision and standardization with the purpose of creation of productive capacities of branches.
