Essay

The dissertation uses a comprehensive approach to research related to the further development of theoretical, methodological and practical provisions, their scientific justification, which determine the nature, features and prospects of land and other natural resources management in local communities during the decentralization of power process. The research was related to the reform of the administrative-territorial system in Ukraine, changes in the emphasis on land management of these communities (especially the introduction of long-term plans for their further development), significant changes in the legislative field (which cannot be fully implemented because of lack of rules and tools), which significantly affected the course of reform, especially in the field of land relations. Accordingly, the study aims to form a decentralization model of land resources management in order to increase the efficiency of the process of decentralization of power for communities in particular and for Ukraine in general. Achieving sustainable development of local land and other natural resources management of territorial communities is possible with changes in the institutional environment of this system, which would aim to modernize its components: social, economic, market, fiscal, environmental, legal, innovation and organizational. In this regard, the author's definition of “institutional support of local land and other natural resources management of territorial communities” is formulated as a combination of state, local and private interests, customs, powers, and actions aimed at creating a land and other natural resources management system, that form land relations in the system of land use, aiming at the development of social, ecological and economic spheres of the respective territories. A decentralization model of institutionalization of local government powers in the field of land resources management has been developed. It provides functions, powers, tools and levers for its implementation in local communities, which will promote harmonious development of communities, formation of a holistic spatial environment in all dimensions of community life, effective control on the use of land and other natural resources on their own territory and the formation of effective local self-government in general. The importance of the chosen direction of research is confirmed at the practical level, in particular, the research was carried out on the example of the Nyzhnoduvanska united territorial community of Luhanska oblast, on the basis of which its strengths and weaknesses were clarified.
