Essay

In the dissertation the theoretical bases of realization of public policy on the reform of the pension system are substantiated, the decentralized model of introduction by public authorities of the obligatory accumulative level of pension provision in Ukraine which is based on the delimitation of functions of administration (primary management of contributions) and accounting of registered persons is developed. Expanded tools of investments with guaranteed profitability, formation of different types of asset portfolios with appropriate investment regimes, and establishment of quality management criteria; the directions of integration of the system into the European and world pension system are established. The expediency of modernizing the mechanisms of public policy implementation on the development of a multilevel pension system on the basis of diversification of directions and overcoming institutional barriers to investing pension savings, adapting the experience of EU countries in introducing automatic pension registration and use of information and technical means of registration and insurance contributions is proved.
