Essay

The dissertation is devoted to the substantiation of theoretical and methodical bases, deepening of theoretical positions and development of scientific and practical recommendations directed on the perfection of measures, tools, mechanisms of public regulation of the energy market development in Ukraine. Within thedissertation, the methodical tools for practical implementation of three scenariosof public regulation of the market development of energy resources are substantiated, namely: «Inertial-stagnant», «The basic strategies», and «Innovative-low carbon»and the mechanismsfor their implementation, where the «Inertial-stagnant» scenario providesvirtually no changes in the Ukraine’s energy policy; the scenario of «The basic strategies» in itsstructure fully corresponds to the ability to achieve the planned indicatorsof the Energy Strategy of Ukraine till 2035; the «Innovation low-carbon» scenario focuses on the transition to a low-carbon economy with a gradual reduction in the use of nuclear energy or the transition to the use of fast neutron reactors and a closed nuclear fuel cycle. A comprehensive approach to isolating the scenariosof economic pragmatism neoliberal policy accordingto the degree ofstate intervention, which provides for active for active participation of the state in the economic development through the creation ofinstitutionsof institutionsto protect itsown energy producer and differ in liberal approachesto market regulation of the energy producers in certain sectors using the proposed regulatorytoolsis developed, namely: pricing in the world energy markets, development of state programs, which allows to build the effective public regulation of the energy market taking into consideration the location and importance of each component, and will lead to systematic changes in providing regulatory measures based on the impact assessment for the industry.
