Essay

The object is a hybrid war as a socio-political phenomenon. The objective is to identify the essence of hybrid warfare in the context of the modern political process, to determine the features of manifestations and means of counteracting hybrid warfare, in particular, in the political process of Ukraine. Methods - system, comparative analysis, modeling, historical, technical and legal analysis, prognostic. Theoretical and practical results - the formation of theoretical and empirical basis for the creation of a state doctrine of humanitarian security and cultural security policy. Novelty - for the first time the author's conceptualization of the concept of "hybrid war" was carried out; some stages in the formation of the Russian doctrine of hybrid warfare in accordance with historical and political and legal conditions are singled out; the author's structural model of the Russian-Ukrainian hybrid war is offered; two main directions of realization of the state policies on counteraction to the Russian hybrid aggression are defined; received further development statements regarding the understanding of the essence of hybrid warfare; arguments for understanding the nature of the aggressor's choice of scenarios; justification for the approach to the periodization of the Russian-Ukrainian hybrid war; the assertion about the application of the concept of "hybrid war" at the applied level in political science discourse is deepened; arguments concerning V. Nemet's concept of the "hybridity" of a society waging a hybrid war; understanding of the use of "active measures" by the aggressor state. The rate of implementation - development of specific recommendations for the analysis of the impact of hybrid wars and countermeasures in the context of the modern political process, in particular, in Ukraine. The scope of application - power structures; state security and defense structures; political parties; analytical and educational activities.
