Arsenovych L. Procedures for Initiation and Support of Operation of the System Dedicated to Training of Specialists in the Area of Cybersecurity of Ukraine’s Government Authorities.

In the thesis, theoretical justification has been given to the procedures for initiation and support of the operation of the system dedicated to the training of specialists in the area of cybersecurity of Ukraine’s government authorities and practical recommendations have been given with respect to their improvement in the area of public governance and administration in the context of the development of Ukraine’s digital society. The essence of cybersecurity as directly the procurement of the state policy of digital development has been disclosed. The concept-and-category framework of the “Public Governance and Administration” area of expertise has been defined in the sphere of training specialists in cybersecurity of Ukraine’s government authorities. The domestic regulatory support has been analyzed and the international experience of cybersecurity specialist training summarized. The leading international practice has been summarized in the area of regulatory support for training IT specialists in various countries worldwide, and recommendations have been prepared for the government authorities with respect to further integration of selected EU and USA’s international provisions in the domestic law of Ukraine. A model of professional development of specialists in the area of cybersecurity in public governance has first been prepared (as illustrated by the State Service for Special Communication and Information Protection of Ukraine). A pattern of functioning of a virtual training laboratory has been proposed to model cybersecurity processes. Enhancements have been introduced to a career-oriented pattern of reinforcing the resource potential of the National Cybersecurity System of Ukraine through making a draft professional standard “Cybersecurity Specialist”. In the thesis, a concept-and-category framework of public governance in the areas of cybersecurity and cyber education has been exposed to further development (in the context of the introduction of the following author’s definitions into the scientific discourse: “national policy in the area of cybersecurity”, “system of cybersecurity personnel training”, “cyber education”, “cybersecurity specialist” and “digital cybersecurity tools”) and personnel training system in the area of cybersecurity of Ukraine’s government authorities in the context of the development of Ukraine’s digital society by way of implementing the following: a draft comprehensive program of training common and professional digital competency, ІТ technology and cybersecurity knowledge, an educational map of cybersecurity specialist development.
