Essay

The thesis is devoted to the research of Civil engagement as a concept in political science and political phenomenon. The thesis investigates the theoretical and methodological principles of Civil engagement, analyses the mechanism of its implementation and development in Ukraine between 2014 and 2019, provides recommendations for its further development. The scientific novelty of the thesis is specified by the research tasks. The thesis is aimed at establishing the current model of Civil engagement in Ukrainian society, the main trends and specifics of its development, identifying ways to ensure the harmonious development of Civil engagement in Ukraine. The results to testify the author's contribution to the research of comprehensive analysis of Civil engagement in Ukraine as a phenomenon of socio-political life in a particular historical period, identifies mechanisms, dynamics of development, main trends and features of its implementation in the socio-political crisis in South-Eastern Ukraine (2014 – 2019), carries out a comparison of the dynamics of development of traditional and new types of political participation in Ukraine in the study period. The author contributes to the development of the theoretical principles of the study of Civil engagement, clarifies the issues of Civil engagement in the works of foreign and domestic scientists, classifies approaches to the definition of Civil engagement. Theoretical generalization, assessments and proposals embodied in the present thesis are of practical importance and can be used in developing the concept of state policy for the development of civil society institutions in Ukraine, and some issues of Civil engagement in Ukraine. The results of the study can be used by the public authorities and local governments, political parties, non-governmental organizations, representatives of the volunteer movements, the media in the development of communicative bilateral interaction between citizens and other actors in political life to address pressing social issues. Research of the theoretical model of Civil engagement, identification of features of the development of Civil engagement in Ukraine between 2014 – 2019 allows to specify the following steps to develop Civil engagement in Ukraine: 1). involvement of citizens in the decision-making process of public authorities, based on citizen's awareness of the ways to influence government decisions, in particular about the ways of communication with local authorities: submission of proposals, voter instructions, local initiatives, participation in public discussions, electronic consultations with the public, public hearings, features of peaceful protest It is useful to encourage citizen participation in the activities of public councils; 2). development of relations between political parties of Ukraine and ordinary citizens, which requires intensification of bilateral interactions with citizens, including the use of online tools, in the form of video meetings with the public, online discussions, calls for proposals, reporting to citizens; 3). strengthening the involvement of as many citizens as possible in the activities of non-governmental organizations, which requires initiative efforts made by citizens and non-governmental organizations, the establishment of dialogue and bilateral cooperation, educational activities of non-governmental organizations; 4). transformation of the volunteer movement, popularization of the practice of regular volunteering of broad sections of citizens, which is observed in the countries of sustainable democracy, expansion of its subject areas. An additional condition for promoting such practices may be to take into account the time citizens spend on volunteer activities during competitions for vacant positions in government; 5). development of legislation in the field of professional self-government, establishment of the general status of self-regulatory and professional organizations, which may promote self-organization of citizens of Ukraine on a professional basis.
