The dissertation is an independent, completed scientific work devoted to a comprehensive study of legal protection of the environment in the settlements of Ukraine. The paper analyzes the concept and legal features of legal protection of the environment in settlements, as well as determines the place and role in the system of environmental law. It was established that in modern conditions, legal protection of the environment in settlements is formed as a complex institution of environmental law, which operates through the greening of urban, sanitary,
transport, economic, administrative and other legal norms. Such legal norms determine the set of legal relations that arise between public authorities, local governments, legal entities and individuals to comply with environmental requirements during the design, construction and operation of settlements and ultimately aimed at ensuring the implementation of the international principle of sustainable development. Therefore, the legal protection of the environment of settlements is proposed to be considered as a system of legal measures aimed at ensuring a favorable state of the environment of settlements and maintaining ecological balance in the process of location and development of settlements. It was found that at the local level strategies for sustainable development of settlements are actively developed, including both ecological and social and economic components for a certain period of time, which are detailed in special legislation, in particular, in regulations governing legal protection of the settlement in general. , and regulations governing the legal protection of the environment in certain areas: in the field of waste management, in the field of transport ecology, landscaping, legal protection of water resources, building regulations, in the field of local environmental fund, rules informing the population about the state of the environment, etc. However, despite the adoption of a significant number of regulations by local governments aimed at implementing the strategy of sustainable development, the issues of timely implementation of these initiatives remain relevant, in particular: the issue of environmentally friendly construction of residential buildings, operation of environmentally friendly transport in the city, processing of household and other waste, etc. This issue is especially relevant in terms of accelerating climate change on the planet and increasing emissions of pollutants in the city. It was proposed to apply to businesses more stringent measures of legal liability for violations of environmental legislation in connection with the growth of environmental nihilism in the country.
