Essay

The thesis presents the solution of the actual scientific and applied problem concerning scientific and theoretical substantiation of the directions of increase of efficiency of interaction of local governments with the public in rendering administrative services for the development of the corresponding practical recommendations. The paper investigates scientific approaches to the partnership of local governments with the public, mechanisms, and forms of interaction of local governments with the public. It is shown that administrative services are one of the most sensitive areas in the relationship “public – government”. The provision of administrative services as a priority area for interaction of local governments with the public is described. The definition of “interaction of local governments with the public in the provision of administrative services” is defined. The functions and principles of interaction of local governments with the public in the field of administrative services are described. The paper reveals the peculiarities of the formation and development of the institute of providing administrative services by local governments in Ukraine. An analysis of the state of legal regulation of relations in the field of administrative services in Ukrainian legislation. The current state of the interaction of local governments with the public in the field of administrative services is studied. A number of preconditions have been identified that contribute to the development of interaction between local governments and the public in the field of administrative services and the main reasons that hinder its development. The tendencies of formation and development of interaction of local governments with the public in the sphere of administrative services in foreign countries are analyzed. It is proved that the experience of foreign countries in implementing reforms in the system of local government is noteworthy, both in practical and theoretical aspects. International experience in creating a system for assessing the quality of administrative services is recommended; application of public monitoring methods; expansion of the network of integrated offices, including those integrated from other state bodies not only at the local level but also at the regional and state level; introduction of information technologies. The paper substantiates the model of partnership interaction of local governments with the public in the field of administrative services, which is based on the existence of subject-subject relations between local governments and the public in the field of administrative services, which determine the functions of local governments in relation to ensuring interaction with the public in the field of administrative services, tools for providing administrative services, principles and forms of partnership. Approaches to the forms of partnership interaction of local self-government bodies with the public in administrative services have been improved, including public monitoring, public opinion polling, partnership assistance, and participation in decision-making. The main directions of ensuring partnership participation in the interaction of local governments with the public in the field of administrative services are identified. It is proved that the use of the assistance of international partners in the process of interaction of local governments with the public in the field of administrative services helps to attract financial resources, gain best practices in providing convenient and accessible administrative services on the ground, training local authorities and the public to interact together and become full partners. ways to achieve a common goal. The development of administrative ethics of local government officials as an effective tool for establishing interaction with the public is considered. The principles of administrative ethics of local government officials are revealed.
