Essay

The dissertation substantiates the expediency and necessity of coordinated application of legal, budget and tax, financial ("green" finances), organizational and administrative, information and communication mechanisms of state stimulation of development of "green" economy in Ukraine on the basis of concretization of the purposes of the corresponding public-administrative activities, monitoring, and diagnostics of the results of their implementation. An important achievement of the author is the roadmap of a promising strategy for the development of a "green" economy in Ukraine, aimed at a gradual transition from a traditional ("brown") economy with its range of industries and economic activities that pollute the environment, energy and resource consumption, to "green" economy, which is based on qualitative structural changes and is a modernized set of industries and innovative activities that do not harm the environment, are energy and resource-efficient, climate neutral, through the introduction of appropriate mechanisms of state incentives; In order to form a reliable and stable source of accumulation and distribution of financial resources for the development of a "green" economy in Ukraine, the dissertation proposed the creation of the State Fund for "green" economy through the introduction of "green tax" and improvement of rates and administration of environmental taxes. Prospects for the development of a "green" economy in Ukraine in the context of accession to the "European Green Agreement" have been revealed.
