The dissertation scientifically substantiates the conceptual approaches to the study of the phenomenon of corruption and its types. Theoretical bases of development of mechanisms of public management in the field of prevention and counteraction to corruption in education are covered. Certain terms and definitions in the context of the research topic have been clarified. Practical recommendations have been developed to improve the mechanisms of public administration for preventing and combating corruption in general secondary education institutions in terms of regulating charitable contributions and organizing school meals. Methodical approaches to the use of information and financial resources within the framework of the integrated mechanism in the direction of evaluating and improving the effectiveness of anti-corruption activities in general secondary education institutions have been developed.
Various scientific approaches to defining the essence of the concept of "corruption" are systematized. The peculiarities of the content of this concept in relation to the field of education are revealed. The essence of such definitions as "corruption in the education system" and "integrated mechanism of public administration in the field of preventing and combating corruption in the education system" is defined. Scientific views on the disclosure of the phenomenon of corruption as a social phenomenon are generalized. The main conceptual approaches to the description of corruption are identified, namely: moral and ethical, functional, liberal-pragmatic, neoliberal, institutional, public administration approaches. It is proposed to introduce the concept of "state-oligarchic (hybrid)" approach, when corruption becomes an integral part of the hybridization of power, characterized by the presence of representatives of oligarchic groups at higher levels of public administration.
The factors and characteristic features of corruption in general secondary education institutions are systematized, which include: the sphere of existence, the specifics of the relationship between the subjects of corruption, the features of the corruption goals of each of the participants in corruption. Systematized and classified types of corruption in general secondary education on various grounds. Such subtypes of corruption as: forced corruption - the result of low socio-economic protection of teachers; forced corruption - arises on the initiative of management, which requires certain contributions from subordinates.
It is proposed to develop at the level of institutions of legislative and executive power regulations to improve the methodology for determining the standards of financial support of general secondary education institutions in various areas of expenditure and disclosure of financial documentation. The peculiarities of the state financial and public control over the observance of financial discipline within the framework of the implementation of the principles of transparency, information openness and "school autonomy" are determined.
A holistic integrated mechanism of public administration in the field of prevention and counteraction of corruption in the system of general secondary education of Ukraine has been formed. It combines into a single set of interrelated targeted measures the implementation of such separate mechanisms of public administration as legal, organizational, institutional, financial, monitoring, analytical, control, moral and ethical, socio-political, administrative, fiscal and criminal. This mechanism is aimed at overcoming corruption risks and the phenomenon of corruption in terms of regulating charitable contributions and improving the nutrition system of students in general secondary education.
The author's approach to the formation of methods for improving the financial and control mechanisms to prevent and combat corruption in the field of nutrition in general secondary education based on the use of a single method for selecting indicators to calculate the cost of a one-day portion of free meals. It is recommended to adopt the bill "On baby food" and at the level of the Ministry of Health of Ukraine to develop standard menus and technological maps to ensure healthy nutrition of schoolchildren according to their age, mental and physical activity.
The directions of improvement of methodical approaches to application of monitoring and analytical mechanisms of public administration in the field of prevention and counteraction of corruption are opened. The peculiarities of the operation of these mechanisms for obtaining, accumulating and analyzing information from school sites for the purpose of prompt receipt of information contained in the financial statements of schools are determined. Ways to improve the system of reporting of secondary education institutions to the community on the receipt and use of budget funding and charitable contributions are identified.
