Essay

One of the key tools for ensuring the strategic and objectives functions of the state to understand the civil service is a mechanism for evaluating civil servants, which should provide predictable, objective, systematic management of human resources In the minds of mature vimogs, they are visible to the state services of the ministerial bodies of Ukraine for the current year. Analyzed regulations on the definition of criteria and performance indicators of customs authorities indicate that they are: first, general in nature, ie based on the evaluation procedure, which is introduced for all civil servants, and secondly, the evaluation results are also defined general evaluation rules for civil servants, although the service in the customs authorities has certain specifics. Extensive civil service research conducted in recent decades, including functional surveys, has allowed to develop and implement both quality management systems and to determine professional standards based on foreign experience, qualification requirements for positions, in particular by establishing a Category A Civil Servants Assessment Center. The object of the study is public relations, which are formed in the process of functioning of the civil service in the customs authorities of Ukraine. The subject of the study is to improve the mechanism of evaluation of civil servants in the customs authorities of Ukraine. As a result of the study, new scientific provisions and conclusions were formulated, in particular: a set of provisions for improving the mechanism of evaluation of civil servants of customs authorities on the basis of subject-object differentiation, typology of types and criteria for evaluating civil servants, which allowed to propose an author's model evaluation of civil servants in the customs authorities, on the basis of which a draft Regulation on the Center for the evaluation of civil servants of categories "B" and "B" in the customs authorities was developed; the structure of subjective differentiation in the assessment of civil servants of customs authorities has been improved, which can be: Head of the State Customs Service of Ukraine; subject of appointment; the head of the relevant territorial body or specialized department; immediate supervisor; head of the structural unit of the highest level (functions stabilizing, communicative, professional competence), - which allows to determine the boundaries of the functional division during the assessment at the stages of entry and passage of civil service; methodological approaches to the evaluation of civil servants at the stages of entry, civil service in the customs authorities, which allow to take into account the characteristics of the subjects of evaluation and determine the functionality of the objects of evaluation, in particular by developing management skills (evaluation subjects) and skills self-assessment of civil servants (objects of assessment); received further development of the conceptual and terminological characteristics of the evaluation mechanism as: 1) evaluation of performance indicators for a certain period (as part of the activities of the unit, organization, institution as a whole); 2) assessment of professional, business qualities of a civil servant (as a component of professionalization of the civil service in the customs authorities); 3) the stage of determining the evaluation results; 4) the stage of appealing the evaluation results - taking into account the reproduction of human capital and taking into account the mechanism of professionalism demand, as well as taking into account the results of testing customs officials on qualifications and reliability within the Procedure for implementing a pilot project on testing customs officials on qualifications and reliability. The practical significance of the obtained results is that they are of both scientific-theoretical and practical interest, and can be used in: research activities - conclusions and suggestions for improving the mechanism of evaluation of civil servants can be the basis for further research on the relevant issues; law-making activity - for preparation of proposals to the current legislation of Ukraine, which regulates the procedure of evaluation of customs officials; educational process - in teaching students of higher education disciplines "Customs Security", "Customs Procedures", "Management Mechanisms in the field of foreign economic activity", during the preparation of relevant sections of textbooks and manuals on the theory of public administration.
