Essay

The object of the study is the system of management activities of executive bodies of public administration of the territorial level in Ukraine. The purpose is to substantiate an integrated approach to the system of document management in the executive bodies of public authority of the territorial level. Research methods used general scientific system, structural-functional and problem approaches and a number of special logical methods: analysis, synthesis, generalization, hypotheses. The results improved the categorical-conceptual apparatus of the theory of public administration, which manifested itself in clarifying the essence of the concept of "document management system of public administration", scientific and theoretical principles of training management document management in public administration, the model of document management territorial level. The novelty substantiates the definition of the document management system of public administration bodies as an independent mechanism of public administration, in which the documentation processes perform the function of the internal infrastructural environment. Received further development: systematized discourse field of documentation and documentation processes in public administration of the modern state, scientific understanding of the concept of document management, which differs in the interpretation of this process as one of the general functions of public administration mechanisms with its inherent universal character in relation to all components of this structure, provided with management documentation. In this case, the function of document management involves a combination of information and documentation management. Implemented in the activities of: Kherson Regional State Administration, Kobeliatsky District State Administration, Poltava District State Administration, Kotelevsky District State Administration. Areas of use: state executive bodies, state administration bodies, local authorities and self-government bodies, public organizations, higher education institutions.
