Essay

The thesis is devoted to substantiation of theoretical provisions and development of methodological approaches and recommendations for improving efficiency of energy resources factors of management of economic development of the region. Work purpose was to deepen the theoretical provisions, develop practical approaches and recommendations aimed at improving the efficiency of energy resources factors in managing the economic development of the region. Theoretical principles of managing economic development of the region through effective use of energy resources were studied in the paper. Revealed conceptual prerequisites and aspects of effective governance in field of energy resources. Summarized conceptual approaches to formation of energy efficiency factors. Ukraine's resource management policy is characterized by program and legislative initiatives that have a direct impact and regulate nature management, waste management, use and distribution of energy resources, and introduce a system of energy-efficient measures. Concept of smart as an element of economic development management and a center of innovation in regional strategies is proposed. Concept of smart as a tool for implementation of strategies is defined. A methodical approach to assessing effectiveness of energy resources management factors of economic development is substantiated. Research algorithm provided duality of estimation of energy efficiency factors proposed. The main aspects of energy resources management in Ukraine and Europe in terms of introduction of innovative technologies under the influence of global trends are summarized. Structure of energy consumption and prospects of its replacement against background of global energy changes shown. Revealed prospects for energy resources management in introduction of principles of circular economy and CSR in all sectors of society. Systematized trends and factors of transformation of energy markets in the world. Introduction of the smart concept in the studied subjects is substantiated and factors of concept against the background of rising energy prices are determined. Systematized dynamics and main reasons for such growth are traced. Analysis of separate communities of Kharkiv region in conditions of decentralization in context of practical implementations on minimization of consequences of growth of the prices for energy carriers is carried out. Paper clarifies the conceptual and categorical apparatus of energy resources factors of economic development management, such as "energy-saving", "energy intensity", "energy efficiency". Estimation of features of management of energy-efficient development of the region in new conditions is given. Dynamic state of energy resources is studied: change of structure and quantity of consumption, creation alternative sources of energy supply. Energy-efficient component of strategic plans and practical implementations is singled out as an example of effective and smart energy management at the local level. Identified the gap of energy efficiency in socio-economic model of Ukraine caused by energy efficiency barriers. Taxonomy of S. Sorrell energy efficiency barriers is considered and reasons that hinder promotion of energy efficient technologies in Ukraine are classified through terminology of barriers. Identified nineteen energy efficiency barriers, including formation and naming of a new group of transition barriers. Taxonomy of barriers determined in conditions of Ukraine characterizes resistance of external environment to energy efficient technologies, due to imperfection of socio-economic environment in which specific energy efficient technologies are introduced. Role of grant funding in identifying energy efficiency barriers and increasing productivity of energy-efficient technologies in studied subjects is determined. Taxonomy of energy efficiency barriers was used as a system of economic analysis to establish energy efficiency barriers in the studied subjects. Dominant barriers, most attention barriers, and grant failures have been identified, latter being identified as barriers not covered by grant funding. An approach to the assessment of the ability of the studied subjects to perceive and promote innovative energy-efficient technologies is proposed, which is based on the improvement of the calculation of the generalized integrated indicator with the subsequent ranking according to the generalized Harrington desirability function. Identified new primary indicators of energy efficiency, which formed the basis for the calculation of the generalized integrated indicator of innovative energy efficiency of the studied subjects.
