Essay

Object: there is cybersecurity in Ukraine. The purpose of the dissertation research is to theoretically substantiate the state mechanisms of cybersecurity in Ukraine and provide practical recommendations for their further improvement in the development of digital society. Research methods. Research of theoretical and methodical provisions of the dissertation is based on the general scientific principles of complex research, as well as the work of leading Ukrainian and foreign scientists on the development of state policy on cybersecurity. A set of complementary general scientific and special research methods was used, in particular: system method, synthesis method, historical method, content analysis method, generalization and analogy method, factor analysis, institutional analysis. In formulating the conclusions of the dissertation methods of induction and deduction, convergence from general to specific were used. The scientific novelty of the obtained results lies in the theoretical substantiation of state mechanisms of cybersecurity in Ukraine and the provision of practical recommendations for their further improvement in the development of digital society in Ukraine. Novelty: for the first time an organizational and managerial model of the national cybersecurity system was developed, a public register of proprietary software was proposed to create a public register of cybersecurity within the application of the resource-technological mechanism. main subjects, methods of evaluating the effectiveness of digital tools for cybersecurity. Received further development: regulatory and legal support of the national sphere of cybersecurity, the conceptual and categorical apparatus of public administration in the field of cybersecurity in terms of introduction into scientific circulation of author's definitions. Implemented: State Service for Special Communications and Information Protection of Ukraine, Committee of the Verkhovna Rada of Ukraine on Digital Transformation, Kherson Regional Council, Areas of use: government agencies, higher education institutions, the National Coordination Center for Cyber ​​Security, the main actors in the national cyber security system, and other public authorities.
