This thesis presents the theoretical generalization and offers the new decision of an actual scientific and practical problem concerning the development of human capital in the conditions of social and economic instability. This work substantiated conceptual bases of the strategy of preservation and improvement of the quality of health of human capital carriers, which includes the mission, goals, principles, tasks of program-target nature of the measures aimed at its implementation: a) reorientation to the priority of outpatient care development; b) improvement of secondary prevention by creating a system of early detection of diseases; c) financing of activities aimed at forming a social and individual mental attitude to the priority of a healthy lifestyle; d) restoration of sanitary and anti-epidemiological institutions; e) the formation of a high level of self-preservation in the bearers of human capital, their compliance with the guidelines of medical workers; f) state regulation of pricing of medicines and other means of preserving and improving the quality of health of human capital carriers, transparency of procurement; g) control over observance of safety and road traffic rules, improvement of working and living conditions of human capital carriers. The implementation of the conceptual framework at the national level allows to systematize measures to preserve and improve the quality of health of carriers of human capital, to determine priorities in the health sector, to outline a set of tools for strategic management, to complete its reform, which will ultimately contribute to an increase in the social and economic effect of the functioning of the domestic health care system, overcoming the “conservatism” of the causes of mortality, improving the integral set of indicators of human capital; at the local level, the implementation allows to determine the parameters for improving the infrastructure of the security system of the united territorial communities. This thesis proposed measures to modernize the domestic education system in the context of human capital development. The work emphasized the importance of introducing an innovative and competency-based approach to education into the educational process of the domestic system of vocational education. Bringing the content and quality of vocational education in line with the needs of regional labor markets is seen in establishing cooperation with employers through the introduction of elements of dual education. It is proposed to make changes in the institutional and legal framework for the regulation of social and labor relations in terms of training. Emphasis is placed on the need to create conditions for further comprehensive development in the national education system of various forms and methods of adult education (in particular for category 45+). The concept of a comprehensive reform of the system of social protection of human capital carriers has been developed. The systematization of the main components of the reform of social protection of human capital of Ukraine has been carried out: according to the goals and directions of the implemented reform. The work characterized the specifics of their stimulating and restraining effect. It is emphasized that the implementation of the proposed concept of a comprehensive reform of the social protection system in combination with the modernization of the domestic economic system will create a model of this protection that corresponds to the standards of post-industrial society and comprehensively promotes national human capital.
