Essay

The dissertation deals with the topical problem of studying variations and mechanisms of application of new political technologies which require, to some extent, the readiness of citizens to accept modern methods of influence. The degree of the civil society readiness for change and innovation in politics determines the overall indicator of innovative development of the state. The choice of this research topic was due to the fact that in the XXI century the competitiveness of states directly depends on the "creative" ability to elaborate and to develop a headmost product, previously non-existent but now being in demand by the mass consumer. Moreover, the case in point is not only introduction of new technologies and new industries but, as well, achieving virtually new standards of interaction between politics, economics and culture. The marker of the implementation of various innovative projects in the country, in many respects, is the use of innovative political technologies. That is why the impact of public policy on the possibility of dialogue and interaction between different sectors of society - entrepreneurship, science and the state apparatus - is of particularly difficult when applying political technologies. The political aspect of the problem of state innovation is made of the breadth of their possibilities and, at the same time, of need of some restrictions existence. The state apparatus, being the main source of the innovation movement and having resources and influence, must be restricted in implementation of innovative projects by the real need for them and readiness of the electoral majority for them. In this regard, innovations in the process of globalization are restricted not only by the state but also by supranational structures that impose obligations on the actions of the state itself. It is emphasized in the thesis that the most important political technology today is political communication via/on the Internet.
