Essay

The current stage of development of Ukrainian statehood makes the study of local self-government as one of the fundamental foundations of a democratic system of government and a necessary element of modern social order. Without full and effective local self-government, Ukraine cannot be a democratic state governed by the rule of law. Of particular importance and social significance today is the question of the nature of the relationship between the state and local governments, which in the new environment is becoming not only the subject of scientific debate, but also a matter of real political practice. The purpose of the dissertation research is to determine the conceptual support, directions, methods and resources of reforming the system of local self-government in Ukraine as a condition for democratic change. The object of research is local self-government. The subject of the research is the reform of the system of local self-government in Ukraine as a condition for democratic change. Methodological approaches of research of this problem on the basis of the analysis of social and political experience of Ukraine which supplement scientific representations about the state and political influence on development of local government and civil society in the positive and negative relation are offered. The study presents the vision of reforming the system of local self-government in Ukraine as a condition for democratic change. The opinion on the need to develop a concept of reintegration, which should be part of all reforms of the Ukrainian state and society, is substantiated. A new model of the system of local self-government "technological" is proposed, which is based on the provision of the latest social technological processes taking place in society and the state. The paper analyzes and supplements the conceptual and methodological principles of understanding such categories as "self-government", "local government", "local self-government", "local community", "local government", "local self-government systems". The necessity of applying the theory of polarized development and the principle of cumulative causality as a justification for the unevenness of territorial development of communities in the creation of the model of local self-government has been proved. The paper contains the definition and description of the trajectory of reforming the system of local self-government in terms of democratic paradigm, new forms of democracy and openness. The dependence of the organization of local self-government on the modeling of political space is proved. It is determined that the political space in terms of reforming the system of local self-government is a kind of dynamic field of interactions, events, political dimensions, factors of development are political attractions that are guidelines for individuals and communities and guide the process of forming political order at all organizational levels. political. The provision on the need to apply the spatial-territorial approach to the creation of local communities is substantiated. It is determined that the aspect of territoriality in politics today acts as a special model of behavior of various political actors. Systematization of types and criteria of capacity of the united territorial community as conditions for association of communities is carried out. The analysis of the types of capacities made it possible to determine that the territorial community and the united community should not be equated, because the territorial community can ensure a quality and comfortable life of its inhabitants without merging with other communities. The practical significance of the research results obtained by the applicant is that it can be used in the work of public authorities to support the development of local government and civil society in communities, assistance in creating conditions for realizing the potential of local communities. The results of the research can also be used for the development of textbooks, training courses for higher education students in specialized specialties, as well as refresher courses for local government officials, active local communities on the interaction of government with the population. Recommendations for improving mechanisms to support the development of public and socio-political initiatives and projects of the population can be taken into account in the organizational activities of local governments, in their work to interact with the population, increase its interest and responsibility for their development.
