Essay

The object is a occupation regimes as a special type of political regimes. The objective is identification of political and institutional features of occupation regimes in the modern political process. Methods - neo-institutional, structural-functional, historical, technical-legal analysis, content analysis, scenario building, case study, event analysis. Theoretical and practical results - the creation of a holistic concept of occupation political regimes, which takes into account both endogenous and exogenous factors of their existence, and allows to create on this basis appropriate political forecasts. Novelty - features of conceptualization of the phenomenon of occupation are considered for the first time; the author's conceptualization of the concept of "occupation regime" is offered; modern occupation regimes are separated into a special type of political regimes; the role of endogenous factors of stability and efficiency of modern occupation regimes is revealed; a comprehensive description of the political and institutional features of the occupation regimes in the Crimea, Donetsk and Luhansk, established by the Russian Federation in 2014; assertions concerning the deviation of modern occupation regimes from the normative framework of the classical doctrine of occupation were further developed; arguments regarding the relevance of the application of the concept of "effective control"; justification for the analysis of the political situation in the Crimea and Donbas through the prism of plausible scenarios, unfolding according to the logic of the occupying power. The rate of implementation - development of specific recommendations for the analysis of occupation regimes, in particular, in some regions of Ukraine. The scope of application - power structures; state security and defense bodies; political parties; analytical and educational activities.
