Essay

In the dissertation study, attention is paid to the unsatisfactory functioning of the occupational health and safety management system at the level of enterprises, industries and regions. This is largely explained by the transition from the previously rigid administrative system to a market economy and the emergence of various forms of ownership. The position regarding the conduct of the labor safety audit is argued. The procedure includes an independent internal audit conducted by the employer. If, according to the results of the inspection, labor protection and production safety do not meet the established requirements, the enterprise will be offered an external audit. It is in compliance with this standard that there is a significant chance to improve occupational health and safety in production. It is indicated that the vertical of labor protection management at the regional level should determine the competence of local self-government bodies. They create appropriate structures in their executive bodies to perform the functions assigned to them. The system of issuing permits for starting the work of enterprises and facilities has been changed, which applies only to high-risk facilities, that is, those that pose a threat to the life and health of employees. The list of these objects, types of works, machines, mechanisms, devices will be approved by the Cabinet of Ministers of Ukraine. As for small and medium-sized enterprises, the implementation of the safety principle is entirely up to employers.
