Essay

The dissertation solves an urgent scientific task regarding the theoretical and methodological substantiation of the state administration mechanisms regarding the implementation of parliamentary control in the sphere of use and protection of natural resources in Ukraine and the development of practical recommendations to state authorities regarding their improvement. The organizational-legal, institutional, and technological mechanisms of state administration regarding the implementation of parliamentary control in the sphere of use and protection of natural resources in Ukraine, which are based on the principles of an integrated approach to its organization, the principles of deterrence and counterbalance in relation to executive authorities and modern forms of control (audit checks) funds from the state budget, holding meetings of temporary standing parliamentary committees, monitoring the observance of human and citizen rights and freedoms by the ombudsman in the field of nature use, parliamentary demands, site visits), which, among other traditional ones (parliamentary hearings, interpellation, reports of the government and other EDFs, etc.) forms of control actively used in the foreign practice of the work of parliaments. The organizational structure of the consultative and advisory body of the parliamentary committee has been improved by defining and justifying the powers of analytical, methodological, and organizational support for the procedure of parliamentary control in the sphere of use and protection of natural resources in Ukraine. The results obtained in the research process confirm the achievement of the set goal and the solution of the tasks, give grounds for formulating conclusions and practical recommendations.
