The dissertation offers a solution to the current scientific task in the field “Public management and administration”, which is based on the scientific and theoretical substantiation of approaches and practical proposals for improving the mechanisms of State regulation of housing market infrastructure development, that form the scientific basis for increasing the efficiency of public management activities and public policy in the housing sector of Ukraine. The first section is devoted to generalization and clarification of the State regulation theoretical foundations of housing market infrastructure development. In particular, the essence and functions of the State regulation of housing market infrastructure development are defined. The basic set of mechanisms that are used by the state to regulate the housing market infrastructure development is generalized. The foreign experience of State regulation of the housing market infrastructure development has been analyzed and the possibility of its use in Ukraine has been identified. In the second section of the thesis, the organizational and legal framework for state regulation of housing market infrastructure development in Ukraine has been analyzed. The organizational problems of the state regulation of housing market infrastructure development were identified, and the contradictions of the regulatory and legal regulations were revealed and characterized. The current state of institutional and functional support of the State regulation of housing market infrastructure development is determined. The third section contains the author's proposals and relevant justifications for promising approaches and mechanisms of the State regulation of housing market infrastructure development. Approaches to the use of information and digital technologies for the development of housing market infrastructure in the State are proposed. The necessity of applying a competency-based approach to the professional training of specialists in the housing market is substantiated. The expediency of insurance as a mechanism for optimizing risks in the development of housing market infrastructure is argued. For the first time in the field of knowledge "Public Management and Administration", an approach to the development of an information and analytical system for real estate market objects using blockchain technology has been substantiated the and model of the blockchain platform "Real Estate of Ukraine" has been developed and proposed for practical implementation. The platform provides for the creation of a multi-level state register of real estate objects and transparency of all market participants.
