Essay

The concept of the security dimension of political stability is defined. The conceptual structure of the political-institutional contour of political security is clarified. the principles of optimizing the state of political security have been established. The types of threats to political and institutional stability within the framework of the security dimension of modern Ukraine have been developed. The requirements of the minimum state of political security for democratic political stability are substantiated. The development of the concept of optimization of political and institutional cooperation in the security sphere in the conditions of a military crisis was carried out. The concept of the state of political security in an interdisciplinary dimension based on the priorities of risks and threats important for democratic political stability is specified. The main levels of political and institutional provision of political stability in the conditions of stable democracy are the level of local communities, the level of national self-governing and self-organized structures, and the formalized level of political governance. According to the parameters of importance for political security, these levels are defined as equilibrium. In particular, it concerns the procedure for discussing the security agenda, mechanisms for promoting security ideas, operational management actions, etc. The interrelationship of all three levels is determined by the ability of political structures to grasp the threats and challenges that exist at the international, national, regional and local levels. Political security recedes as a result of agreements between organized interest groups and an "ideological" public that actively promotes its doctrines in the media space. State-public cooperation is an important element of the democratization of the political-institutional structure of political stability and political security in modern Ukraine. If at the beginning of the era of Independence, the security sector was completely focused on state institutional support and provision, then the stormy events of 2014 proved that public participation is also a key element in protecting Ukraine's independence, sovereignty, and territorial integrity. The public institutional component of Ukraine's political security turned out to be more proactive, mobile, and sensitive to innovations in the face of complex and multidimensional challenges. The establishment of horizontal inter-institutional contacts between the state (the Verkhovna Rada, the President, ministries and agencies, etc.) and volunteer movements, aid and support organizations made it possible to respond promptly to Russian aggression. The institutional contour of political security and stability of modern Ukraine includes a number of institutions that directly have regulatory powers in this area, as well as a number of "additional" ("non-core") institutions that influence the security situation indirectly. The interaction between these two groups of institutions is a key criterion for the optimal scheme of the outline of the political security of modern Ukraine during the period of Russian aggression and subsequent periods of recovery and sustainable democratic development. The first group of institutions of the political and security contour includes institutions of public power and local self-government, which legally protect the state sovereignty and territorial integrity of modern Ukraine. The second group includes such institutions as political parties, public organizations, free democratic mass media, expert scientific community, representatives of professional communities, as well as religious communities and economic associations, etc. The function of the state-institutional structure is to determine priorities, create conditions and mechanisms for the formation of a state of political security. This state is assessed as the absence or neutralization of threats to national statehood and territorial integrity, as well as the possibility of responding to a number of prospective threats of the first order. The choice of the topic of the dissertation research is determined by the state of knowledge about security policy in Ukraine and challenges to national security in the conditions of external aggression. But the leading guiding factor is the optimization of the status of institutional actors of security policy in Ukraine. It is designed to establish equal and transparent access to the initiation of changes and reforms in the security sphere. It is necessary to create mechanisms to prevent institutional inactivity, provocative behavior, and to expand the field of qualification of elements of direct damage to national security for both state-authority and public-social institutions and communities.
