Sorokun Y. Mechanism of Managing the Activities of Transport Enterprises on the Basis of the Lean Production Concept

The dissertation is devoted to deepening the theoretical and methodological provisions and providing scientific and practical recommendations for the formation of a mechanism for managing the activities of transport enterprises based on the concept of lean production. The theoretical basis of enterprise management in the context of using the concept of lean production is deepened. The essence and evolution of the concepts of "management", "mechanism", "management mechanism" and "mechanism for managing the activities of a transport enterprise on the basis of the concept of lean production" are studied. The article systematizes modern management concepts and their peculiarities of application at an enterprise, and establishes that in the modern world and competitive market, the concept of lean production is becoming increasingly relevant. The practical experience of implementing the concept of lean production in the activities of a railway enterprise is studied. It is established that the digitalization of business processes helps to qualitatively implement the concept of lean production at transport enterprises. A classification of tools of the lean production concept has been formed depending on the areas of improvement to be influenced. Two groups in this classification are distinguished: optimization of processes, technologies and improvement of thinking (direct and indirect impact). Explored that transport plays an extremely important role in the economic system of any country in the world, since most of the structural elements of globalization are related to the functioning and development of the transport industry as one of the main infrastructure sectors of the national economy It is established that the instability of the level of profitability of the operating and all activities of transport enterprises is a consequence of the lack of effective management methods, primarily of the management of each transport enterprise. To enhance the methodological support for the formation of a management mechanism for the activities of transport enterprises based on the concept of lean production, an intersection of scientific and theoretical management approaches to the introduction of lean production at the enterprise has been established, with the aim of identifying the key factors essential for the effective implementation of the concept. The calculation of the factors' importance level has determined that the tools of the lean production concept play a crucial role. The choice of tools for the lean production concept forms the foundation of the mechanism for managing the activities of a transport enterprise based on lean production. A conceptual model for implementing a mechanism for managing the activities of a transport enterprise based on the concept of lean production has been developed. This model consists of interrelated and sequential blocks: preparation, planning, implementation and evaluation, and completion of implementation. It also includes monitoring and control at all stages, facilitating the transformation of business processes in a transport enterprise through the introduction of the lean production concept. To enhance the efficiency of a transport enterprise, the dissertation establishes a mechanism for managing its activities based on the concept of lean production. This mechanism comprises a set of goals, principles, objectives, and specific tools for optimizing processes, technologies, and thinking. It also includes the definition of an integral indicator for assessing the level of efficiency of a transport enterprise, which allows for the evaluation of the effectiveness of implementing the concept of lean production. To facilitate the practical implementation of the mechanism and informed decision-making, a methodical approach to assess the efficiency of a transport enterprise resulting from the implementation of the lean production concept is proposed. This approach involves determining trends in the enterprise's performance indicators, such as economic efficiency, personnel management effectiveness, industry-specific aspects of the transport enterprise, and the efficient use of fixed assets. It includes calculating an integral indicator and evaluating the impacts of the lean production concept. As a result of the practical implementation of the methodical approach for evaluating the effectiveness of applying the lean production concept, recommendations for implementing lean production at a transport enterprise are proposed.
