The dissertation examines the theoretical, methodological, and practical aspects of the innovative personnel management system in Chinese vocational education institutions. The continuous economic development of China, industrial modernization, and economic restructuring have increased the demand for technical and skilled personnel across all sectors, highlighting the significant role of vocational education. Faced with the new economic situation and the demand in the labor market, vocational education requires constant reforms and innovations to enhance high-quality development. In 2022, China's GDP reached 18,100 billion US dollars, accounting for approximately 18% of the global economy and maintaining its position as the world's second-largest economy. Therefore, the significant role of vocational education in supporting the country's economic development is evident. One of the common problems in the personnel management system of vocational and technical education in China that needs to be addressed is the uniformity of organizational form of vocational and technical institutions, which are government-organized, affecting autonomy in employment matters. Personnel management follows the management philosophy of "putting things first," but is subject to external influences and lacks transparency. The composition of the personnel potential in most vocational and technical institutions is not fully rational, resulting in a shortage of teaching and research staff, while a large staff is comprised of auxiliary workers, which to some extent hinders the development of educational and research work in these institutions and overall complicates their fundamental development. The theoretical part of the dissertation work systematizes the theoretical foundations, deepens the concepts, and forms a methodological approach to ensuring the management of personnel in vocational-technical educational institutions in China by addressing common problems regarding a unified organizational form of institutions. This will contribute to the better development of Chinese vocational education in market conditions and the growth of the social economy through the implementation of an innovative functioning system for institutions. In the future, this will enable vocational education institutions to enhance the integration of production and education based on changes in market conditions through continuous targeted reforms to meet the needs of the market. This will gradually create a professional-qualification and standard system that is results-oriented, meets market demand, corresponds to academic qualifications, reflects the attributes of technical and skilled talents, and has high social recognition and economic adaptability, including a multi-level and multi-dimensional development model.
