The dissertation is devoted to the deepening of scientific approaches and the development of practical recommendations for the modernization of the management system of public administration institutes. The object of the study is the process of using the main subsystems and management tools in the work of public administration institutes. The subject of the study is the theoretical-methodological and applied aspects of the use of instrumental, technological, functional, resource subsystems of management in the work of public administration institutes in general and local self-government bodies in particular.
The dissertation deepens the scientific basis of management of public administration institutions by developing a conceptual model of management modernization, which is based on systemic, synergistic, dynamic, noospherized, innovative approaches, foresees diversification, digitalization, innovation of technologies, methods, tools, functional mechanism, management resource provision. The directions for the further development of institutional support for management in terms of the use of risk-based management, budgeting taking into account the needs of martial law, public reporting and public supervision of the legality of decisions of public management institutes are outlined.
Approaches to the use of administrative, entrepreneurial and public forms of marketing for strategic analysis, formation of leadership potential, improvement of intersectoral interaction, competitive positioning of territorial communities, ensuring their integral, sustainable development are justified; improvement of organizational and methodological support for evaluating the effectiveness of the management of local self-government bodies, which include the calculation of indicators of functional capacity, the index of development of the potential of the territorial community, and the quality of management of the institute of public administration.
Scientific and organizational-methodical approaches to the use of risk management tools based on the system of risk structuring, risk management strategy, development of adaptive technologies for the use of project and financial management tools, stress testing of the stability and readiness of local self-government bodies to solve complex management situations in combined with internal risk audit tools, which will contribute to the better use of management potential, the attraction of investment resources for local development and will reduce uncertainty in the development of management decisions.
Approaches to improving the organizational and methodological support of personnel management technologies in terms of the use of personnel audit are proposed; financial management in terms of the use of project, crowdfunding, philanthropic financing, outsourcing, outstaffing tools; information and communication support for management in terms of the use of digital technologies.
