Salamakha T. Parliamentary control over the activities of the Cabinet of Ministers of Ukraine: organizational and legal principles

The thesis contains proposals and recommendations for improving parliamentary control over the activities of the Cabinet of ministers of Ukraine in the context of European integration, martial law and sustainable development in the post-war period. The principles, goals, functions and main tasks of the parliament in the field of control over the activities of the Cabinet of ministers of Ukraine are defined. According to the results of the theoretical research, the paper clarifies such concepts as “parliamentary control”, which is proposed to be considered as activities for the performance of supervisory, control, budgetary and legislative functions within the framework of the corresponding tasks approved by the parliament. “Parliamentary control over the activities of the Cabinet of ministers of Ukraine” as an activity of the Verkhovna Rada of a control, regulatory and monitoring nature with the use of special forms, methods, tools and technologies of control within the current legislation and the structure of Public Administration bodies to check the quality of the work of the Cabinet of ministers and fulfill all necessary tasks and activities provided for in the program of activities of the Cabinet of ministers and other approved documents, strategies, concepts. In general, “parliamentary control” is proposed to be understood in a more general sense, while “parliamentary control over the activities of the Cabinet of ministers” ˗ as an activity limited by the specifics of the current legislation, the structure of Public Administration bodies, technologies and principles inherent in an individual state in certain political circumstances, the level of development of political power and taking into account other important criteria.
