Shcherb I. Modernization of the economic security management system based on a human-centered approach

The dissertation considers methodological foundations of economic security management essence and elements from the standpoint of classical and modern approaches, substantiates objective need to change management paradigm considering transformational challenges, provides principles and tools of economic security ensuring system based on a human-centered approach. Author's vision of economic security of organization is formulated, constituent elements of economic security ecosystem are outlined. Possibilities and necessity of applying risk-oriented approach to identify important threats to economic security are determined. External destabilizing factors of a global nature that increase threats to security of complex economic systems are generalized. The author also substantiates limits of the latest vision of economic security management system in the concept of a human-centered approach. Trends in economic security and markers of modern transformation processes are generalized. Scientific views on security according to the human-centered approach are categorized and significant signs of its consideration are identified; key risks and threats to human development, their positive and negative impact are highlighted. It is noted the signs of management paradigm transformation through the identification of economic security of individual, creating a better experience, creating new value, and building economic resilience. The main principles and modern tools used in formation of the economic security system are identified, considering human-centered approach. A framework for applying the tools ensuring economic security at the organizational (private) level is developed, considering the influence of other levels. A multi-level assessment of economic security is conducted realized from the standpoint of inclusive development, key threats are classified, management system problems are cataloged, and specific determinants are noted. The author identifies main threats to economic development at the organizational level related to external influences. The level of criticality threats to economic security from the standpoint of a human-centered approach before and during a full-scale war in Ukraine. A comprehensive analysis of external and internal risks to economic security that affect the security of personal economic well-being is carried out. List of the newest types of threats to business and the organizational (private) level was substinate; criticality of identified risks in the pre-war and war period assessed. The problems of the economic security management system are cataloged from the standpoint of responsibility of public and private levels. An assessment of human-centeredness principles implementation in the management of economic security is carried out, indicators for assessing risks of economic security of enterprises are allocated. A paradigm of modernization and a model of the system of drivers and threats of economic security management of the enterprise from the standpoint of personal security is proposed. It is proposed to expand the list of objects of analysis in assessing the level of economic security of an enterprise by including behavioral models of individuals when planning economic security management measures. The system-forming factors of economic security management, functions, goals, and zones of stability are highlighted. A mechanism for ensuring a proactive approach to assessing and processing economic security risks using a matrix for compiling risk profiles by level of criticality and probability of occurrence is proposed. The strategic goals of economic transformation in the direction of promoting organizational economic security are presented. Provisions of expanding spheres of social policy and public services within the framework of implementing a human- centered model of economic security are substantiated. Vision of the content of basic social security, which availability reduces risks of economic, financial, and social insecurity, has been improved. Influence of social determinants of state, local and private policies on the economic security of an individual is proved. A human-centered framework for managing economic security of an enterprise is also proposed. Theoretical and practical foundations for implementing a model for managing economic security of an enterprise in the context of war and post-war recovery are substantiated. The key risks and losses of entrepreneurial activity are traced, a set of management actions to preserve and increase competitiveness in the period of critical growth of threats and forced relocation is determined. The author's own approach to the impact of threats on the economic status and security of Ukrainian enterprises in the war and post-war period is presented. The scheme of organizational and economic mechanism for managing the economic security of relocated enterprises is proposed.
