The dissertation is dedicated to theoretical and practical definition of economic policy of regulating IT sphere development in Ukraine, its essence, components and principles. The work summarizes scientific approaches in specifying the meaning of the term “policy”, determines its modern interpretation as a set of certain instruments, programs and methods aiming towards timely and smart managerial decision-making. It justifies the types of the state policy and identifies the economic policy being of key importance among the others. The approaches to defining the term “economic policy” are systematized revealing the fact that it is a system of measures, tools, instruments, strategies and technologies in the sphere of the state economic management. The basic types of economic policy are determined: structure, science and technology, investment, tax, budget, social, finance and credit, international economy. The essence of the concept “economic policy of regulating IT sphere development in the country” is further specified offered as a solid system of state measures being instrumentally implemented on micro-, meso-, macro-levels, aimed at complex development of IT sphere in order to facilitate economic recovery of the country at present and after the war. The priorities in implementing economic policy of regulating IT sphere of the country in the coming years are identified. Nine principles of forming economic policy in regulating IT sphere development are systematized. Content interpretation of each principle is given according to specific features of IT sphere functioning in the country. Scientific approach principle determines the necessity to use all the IT research achievements in the process of creating the instruments to minimize risks for state economic development. The validity principle accounts for the necessity to aim the instruments of activing development in IT sphere to reach sustainable development goals and to minimize corruption on every managemental level. Complex principle stands for the necessity to take measures for the better quality and availability of IT education, to stimulate the youth in acquiring IT professions and employing in the country, as well as updating stock of computer equipment. The priority principle becomes apparent in stimulating implementation of IT in the industries most important for economic recovery of the country. Strategic focus principle is aimed at creating workplaces of high quality to make possible returning Ukrainians to the country after the war. The adaptive principle targets the IT sphere development to the most progressive technologies and information products according to the national economy needs. The synergy principle is aimed at full-scale involvement of Ukrainian IT professionals into the digital economy with the synergy effect after the war. The inclusive principle is implemented through the social reintegration project for those Ukrainians who have received the status of persons with disabilities during the war by inviting them into the IT sphere as full members. Euro-integration principle stands for the necessity to take actions for multi-vector development of IT sphere, digitalization of the state economy to contribute to Ukrainian membership in the European Union. The sequence of changes in the forms of development of the country's economy based on the accumulation of information, knowledge, human capital and the intensity of the latest IT usage is specified, namely: information economy, knowledge economy, SMART economy and programmed economy. Each form of the country economy development is characterized according to the main idea, implementation of the idea, and tools used for this purpose. The structuring of information at the enterprise level is carried out and the features of economic information are established to accelerate the development of information economy in the country. The connection between the level of development of the IT sphere in the country and the possibilities for economic growth of any type is highlighted. It is proven that the successful development of information economy demands the professional infrastructure created for the storage, processing and efficient transmission of large amounts of data, knowledge and information in space and time. It is substantiated that in order to increase the probability of knowledge economy development in the country, modern IT should become the foundation for ensuring the progressiveness of most production processes, commercial procedures, infrastructure support, and innovations. It is established that the probability of developing the SMART or program economy in the country depends on the appreciation level for IT specialists in the society, high demand for their services, the level and importance of IT projects, the presence of IT in all spheres of human life.
