Yukhymenko I. Technologies of the foreign policy of North Korea

The dissertation is devoted to the consideration of development and definition of foreign policy technologies of the DPRK. The work reveals main concepts and describes theoretical and methodological foundations of the research of foreign policy technologies of DPRK. The theories and concepts that formed basis of Pyongyang's foreign policy technologies were considered. The historical foundations that had an impact on the formation of modern technologies of DPRK's foreign policy were traced. Subjects of foreign policy technologies in DPRK were analyzed in order to form an idea about the logic and consistency of foreign policy decisions. It was found out what are the objects for the technologies of the foreign policy of the DPRK, and the subject-object relations were analyzed. The peculiarities of North Korea's foreign policy were revealed through technologies of ideologization, instrumentalization of nuclear potential, and asymmetric diplomacy. The purpose of the study is to specify the technologies of DPRK's foreign policy and objectively assess their effectiveness. Achieving the set goal made it necessary to perform a set of the following tasks: 1) to reveal the main concepts and describe theoretical and methodological foundations of the research of foreign policy technologies of the DPRK; 2) examine theories and concepts that formed basis of Pyongyang's foreign policy technologies; 3) trace the historical foundations that had an impact on the formation of modern technologies of DPRK's foreign policy; 4) to analyze the subjects of foreign policy technologies in the DPRK in order to form an idea of logic and consistency of foreign policy decisions; 5) find out what are the objects of the DPRK's foreign policy technologies, and analyze subject-object relations; 6) reveal the peculiarities of North Korea's foreign policy through the technologies of ideologization, instrumentalization of nuclear potential, and asymmetric diplomacy. The object of the study is the foreign policy of the Democratic People's Republic of Korea. The subject of research is the foreign policy technologies of the DPRK. Research methods. The theoretical and methodological basis of the research is general scientific principles and methods of cognition, which are widely used in the study of external and internal political processes, as well as scientific approaches related to the peculiarities of the research topic. Understanding of foreign policy of states in practical and applied aspects, which is focused on evaluating effectiveness of their foreign policy tools, involves the use of a technological approach as main methodological prism. The application of the technological approach as a methodological tool in domestic political science research was described by O.Vysotskyi in a number of his publications. The main theories and concepts of the DPRK's foreign policy were analyzed through the prism of historical approach, which has already proven its effectiveness and was used by other political scientists, for example, this approach can be traced in the works of Kissinger H., Morgenthau H. or Aron R. They focused on the study of historical factors that determine international relations, including national interests, strategies and tactics adopted by states in different periods of time. The tools of public diplomacy analysis through media publications were also used. At the current stage of the development of international relations, they are sources that allow us to follow dynamics of relations between two separate countries or to assess state of the entire world political arena. The use of such scientific principles is necessary for the most complete analysis of the technologies of the foreign policy of the DPRK as principle of the unity of the historical and logical, principle of objectivity and complexity and systematicity when studying all aspects of the use of tools for the achievement of foreign policy goals. These principles provide a critical analysis of a variety of facts that influence the assessment of the technologies used by the DPRK at the diplomatic level.
